Demonstrators demanding political change in Ethiopia have been met with violent resistance by the government. Witnesses say that scores of protesters have been fatally shot during clashes with police. |
Is Ethiopia about to crack?
For the last decade, it has been one Africa’s most stable nations, a solid Western ally with a fast-growing economy. But in recent months, antigovernment protests have convulsed the country, spreading into more and more areas. In the last week alone, thousands of people stormed into the streets, demanding fundamental political change.
The government response, according to human rights groups, was ruthless. Witnesses said that police officers shot and killed scores of unarmed demonstrators. Videos circulating from protests thought to be from late last year or earlier this year show security officers whipping young people with sticks as they were forced to perform handstands against a wall. The top United Nations human rights official is now calling for a thorough investigation.
“It was always difficult holding this country together, and moving forward, it will be even harder,” said Rashid Abdi, the Horn of Africa project director for the International Crisis Group, a research group.
Ethiopia is the second most populous nation in Africa, after Nigeria, and its stability is cherished by the West. American military and intelligence services work closely with the Ethiopians to combat terrorist threats across the region, especially in Somalia, and few if any countries in Africa receive as much Western aid.
Ethiopia’s economy has been expanding at an impressive clip. Its infrastructure has improved drastically — there is even a new commuter train in the capital, Addis Ababa. And its streets are typically quiet, safe and clean. Though Ethiopia has hardly been a paragon of democracy — human rights groups have constantly cited the government’s repressiveness — opposition within the country had been limited, with dissidents effectively silenced. Many have been exiled, jailed, killed or driven to the far reaches of the desert.
But that may be changing.
“If you suffocate people and they don’t have any other options but to protest, it breaks out,” said Seyoum Teshome, a university lecturer in central Ethiopia. “The whole youth is protesting. A generation is protesting.”
The complaints are many, covering everything from land use to the governing coalition’s stranglehold on power. After a widely criticized election last year, the governing party and its allies got the last seat the opposition had held and now control 100 percent of the Parliament. At the same time, tensions are rising along the border with Eritrea; a battle along that jagged, disputed line claimed hundreds of lives in June.
Analysts fear that separatist groups that had been more or less vanquished in recent years, like the Oromo Liberation Front or the Ogaden National Liberation Front, may try to exploit the turbulence and rearm.
Several factors explain why bitter feelings, after years of simmering beneath the surface, are exploding now.
The first is seemingly innocuous: smartphones.
Only in the last couple of years have large numbers of Ethiopians been able to communicate using social media as cheaper smartphones became common and internet service improved. Even when the government shuts down access to Facebook and Twitter, as it frequently does, especially during protests, many people are still able to communicate via internet proxies that mask where they are. Several young Ethiopians said this was how they gathered for protests.
Second, there is more solidarity between Oromos and Amharas, Ethiopia’s two largest ethnic groups. Oromos and Amharas are not natural allies. For eons, Amharas from Ethiopia’s predominantly Christian highlands flourished in politics and business, exploiting the Oromos, many of whom are Muslim and live in lowland areas.
But that is changing as well.
“We are on the way to coordinate under one umbrella,” said Mulatu Gemechu, an Oromo leader.
The biggest protests have been in Amhara and Oromo areas. Many Amharas and Oromos feel Ethiopia is unfairly dominated by members of the Tigrayan ethnic group, which makes up about 6 percent of the population and dominates the military, the intelligence services, commerce and politics.
The third reason behind the unrest is the loss of Meles Zenawi.
Mr. Meles, a former rebel leader, was Ethiopia’s prime minister for 17 years, until his death from an undisclosed illness in 2012. He was considered a tactical genius, a man who could see around corners. Analysts say he was especially adept at detecting early signals of discontent and using emissaries to massage and defang opponents.
“The current regime lacks that ground savvy,” Mr. Abdi, the conflict analyst, said.
Ethiopia’s new prime minister, Hailemariam Desalegn, was plucked from relative obscurity to fill Mr. Meles’s shoes. Unlike Mr. Meles, who came from the Tigray region of northern Ethiopia, Mr. Hailemariam is a southerner. Analysts say he does not have the trust of the Tigrayan-controlled security services.
The result, many fear, is more bloodshed. The last time Ethiopia experienced such turmoil was in 2005, after thousands protested over what analysts have said appeared to be an election the government bungled and then stole. In the ensuing crackdown, many protesters were killed, though fewer than in recent months, and that period of unrest passed relatively quickly.
Development experts have praised Ethiopia’s leaders for visionary infrastructure planning, such as the new commuter train, and measurable strides in fighting poverty. But clearly that has not stopped the internal resentment of Ethiopia’s government from intensifying. And it is taking a dangerous ethnic shape.
Last month, protesters in Gondar, an Amhara town, attacked businesses owned by Tigrayans, and anti-Tigrayan hatred is becoming more common in social media.
Analysts say the protests are putting the United States and other Western allies in an awkward position. The American government has used Ethiopia as a base for drone flights over neighboring Somalia, though it recently said it closed that base.
While the West clearly wants to support democracy, it also does not want its ally in an already volatile region to crumble.
“That,” Mr. Abdi said, “is a very tight rope to walk.”

(QZ) — Last month, Yasemin Can, a Turkish athlete made mincemeat of her opponents to clinch both the 5,000m and the 10,000m races at the European Championships in Amsterdam. The 19-year old, born in Kenya as Vivian Jemutai, is one of the many African athletes who will be a force to reckon with as they represent their adopted nations when the track & field events kick off this weekend.
Kenya and Ethiopia are celebrated in the middle and long distance races while their counterparts in Nigeria usually put up decent performances in the sprints. About 20 Kenyan-born athletes will represent their adopted nations at the three-week sporting extravaganza, battling it out mostly for the 1,500m, 3,000m steeplechase, 5,000m and 10,000m races.
Asia’s fastest man, is the Nigerian-born Femi Ogunode running for Qatar and another Nigerian-born runner, Ezinne Okparaebo will fly Norway’s flag in the 100m race. Kemi Adekoya and Abubakar Abbas, other Nigerian exports, will represent Bahrain in the 400m race. Bahrain will equally have seven Ethiopian adoptees in Rio.
Switching nationalities is nothing new in the world of athletics. Many reasons are given for the switch in allegiance. One of them is the stiff competition at home that has seen many athletes opt to find an opportunity elsewhere, where they are also duly recognized and rewarded by their adopted nations. But, it’s how the sport is managedlocally is the single biggest cause of endless exodus.
In many African countries, the sports industry is beleaguered by poor management, inefficiency, corruption and discrimination (pdf). In Nigeria, for instance, athletes have not only complained about second-rate training facilities but also expressed frustration at lack of after-injury support. One high-profile example was Francis Obikwelu after he got injured competing for his country Nigeria at the Sydney Olympic in 2000. Neglected by the the Nigerian athletics body, Obikwelu switched nationalities in favor of Portugal. Coming from an injury, he went on to win a silver medal for Portugal at the 2004 Athens Olympic, setting a European record of 9.86 seconds. More recently, Nigerian athletes had been asked to find their own private means to Rio, but the Athletics Federation of Nigeria later backtracked after a social media backlash.
Nigeria’s Ogunode termed his move to Qatar as the best career decision he ever made after facing frustration back home by acts of nepotism and corruption in Nigerian athletics. In Ethiopia, cases of discrimination along ethnic lines have surfaced in the athletics administration. More recently, iconic athlete Haile Gebrselassie decried the poor management of the country’s athletics federation in the selection of a team that would represent the nation in Rio Olympics. His comments followed the exclusion of Kenenisa Bekele, the 2004 and 2008 Olympic 10,000m champion from the team by the Ethiopian Athletics Federation. Bekele, an Oromo, had made a comeback from an Achilles tendon injury that put him out of competition in 2015.
Some athletes have equally dumped their born country to avoid persecution by the government of the day on accusations of spreading propaganda or conspiring against the state. With Ethiopia continuing to see human rights abuses, many athletes, especially from the Oromo ethnic group often report being arrested and persecuted by officials on suspicion of supporting the Oromo Liberation Front, an armed separatist group claiming the Oromo are denied basic human rights by the authorities. There were claims that Bekele was excluded because he is from the Oromo, which has had bloody confrontations with the Ethiopian government in recent times.
Kenya has recently been fighting off a string of corruption scandals and allegations of attempting to subvert an anti-doping control process. The IAAF’s ethics commission would later suspend three top officials “in the interests of the integrity of the sport”.

Regarding the Aug. 10 editorial “Ethiopia’s violent silencing”:
(The Washington Post) — It is true that, as the editorial board put it, “the United States has long relied on Ethiopia as a partner in the fight against al-Shabab’s terrorism in Somalia and sends the country tens of millions of dollars in development assistance.” But this characterization, which substantially underestimates the amount of aid we devote to propping up this tyranny, implies that we’re at least getting something in return for turning a blind eye to its crimes against humanity.
In fact, when one considers that the regime’s leaders are faking their claims of economic success, covering up the extent of the biggest famine in the country’s history, secretly trading with al-Shabab, embezzling $2 billion every year, enforcing policies that have killed millions of their citizens through neglect and malfeasance, and have perpetrated outright genocide, it becomes clear that we’ve gained nothing that could justify our shameful complicity in this holocaust. Our policy is a strategic failure and a moral stain that history will judge harshly.

Rather than condemn and censure Ethiopia’s brutal crackdown, the international community has turned a blind eye.

(Foreign Policy Journal) — Dozens of anti-government protesters have been killed and arrested by government authorities amid ongoing unrest in Ethiopia. For months, hundreds of thousands of protestors from Ethiopia’s largest ethnic groups have rallied to protest political marginalization and systematic persecution by the government. In June, a 61-page report was released by Human Rights Watch condemning the Ethiopian government’s heavy-handed response to the protests. According to the report, titled “Such a Brutal Crackdown: Killings and Arrests in Response to Ethiopia’s Oromo Protests”, during the widespread protests, largely arising within Oromia (but now extending to other regions), Ethiopian security forces have resorted to excessive and unnecessary lethal force and mass arrests, engaged in the ruthless mistreatment of those in detention, and restricted access to information. Estimates suggest that over 400 protesters or others had been killed by security forces, while tens of thousands more have been arrested, figures that will now have risen significantly.
Corruption and poor governance remain deeply embedded within Ethiopia’s socio-political structure, and the country consistently scores extremely poorly on a range of international governance indicators. The Ethiopian government has been consistently criticized by an array of international rights groups for its broad range of human rights abuses, including its harsh repression of minorities and journalists, press censorship, draconian anti-terror laws that are utilized to silence all forms of dissent, and brutal crackdowns upon opposition groups and protestors.
Although the ongoing crisis encapsulates the government’s utter contempt for basic human rights and the overwhelming “politics of fear” that pervades the country’s socio-political landscape, it also reveals, in crystal clear detail, the highly troubling role played by much of the international community, led by the US and the West. Specifically, while the government’s brutal crackdown warrants a strong rebuke and condemnation, there has been a severely muted international response, with many of Ethiopia’s foreign supporters remaining silent.
Rather than condemn and censure Ethiopia’s brutal crackdown, the international community has turned a blind eye, abdicated its responsibility, and instead been acquiescent to Ethiopia’s persistent violations and repression. Last year, both US President Barack Obama and US Under Secretary of State for Political Affairs Wendy Sherman granted legitimacy to the Ethiopian government by praising its “democracy”—even though the country’s ruling party, the Ethiopian People’s Ruling Democratic Front (EPRDF), swept the national elections by winning 100 percent of the parliamentary seats.
When the French statesman Talleyrand was told by an aide of the murder of a political opponent, the aide said, “It’s a terrible crime, Sir.” In response, Talleyrand answered, “It’s worse than a crime, it’s a blunder.” Likewise is the West’s propping up of the Ethiopian government. Unwavering support for and appeasement of Ethiopia are part of a policy approach based upon the misguided belief, dating back to the immediate post-World War II period but rearticulated more recently in terms of regional “anchor states” designations, that Ethiopia is vital to protecting US and Western geostrategic interests and foreign policy aims. However, not only is this approach morally reprehensible, with the US and West being directly complicit in the mass crimes, transgressions, and reign of terror perpetrated by the Ethiopian government, the misguided policy approach has largely failed to achieve its objectives, to even a minor degree, and instead only served to stunt regional development and destabilize both Ethiopia and the broader Horn of Africa region.
In seeking to address Ethiopia’s flagrant dismissal of international norms and blatant disregard for human rights, a number of measures could be undertaken (e.g. sanctions). However, the first, and possibly most far-reaching and effective, response by the international community should be to withdraw its unwavering support for the repressive Ethiopian government.
George Galloway, respected British politician, broadcaster, and writer, has frequently voiced concern of how the West’s support for dictatorial, tyrannical regimes in the name of security only results in “blowback” and harming the populations of those countries. Regarding Ethiopia, Galloway has decried how the UK and US policy of encouraging, arming, training, financing, and facilitating the Ethiopian government’s “reign of terror” is “morally vacuous.” Similarly, respected international economist, William Easterly, has recommended that the international community “stop financing tyranny and repression” in Ethiopia.
For decades, Ethiopia has been highly dependent on external economic assistance. In 2012, it was the world’s seventh largest recipient of official humanitarian aid and received $3.2 billion in total assistance, the latter figure representing between 50 to 60 percent of its total budget, while its 2011 share of total official development assistance—approximately 4 percent—placed it behind only Afghanistan. Problematically, however, even while it is one of the world’s leading recipients of foreign aid and is currently requesting even greater financial support, the Ethiopian government also annually spends hundreds of millions of dollars on weapons and arms—which are now being used against its own civilians.
With such a critical dependency on foreign aid, threats to “turn off the tap” unless Ethiopia changes course may be a viable step toward improving the country’s rights record. Alternatively, rather than providing aid directly to the Ethiopian regime, which has a long track record of corruption and misappropriation, the international community should consider directly supporting local human rights and democracy groups (although this may be difficult due to Ethiopia’s draconian laws on civil society and NGOs).
An indication of the possible far-reaching effects of removing external support from a harsh, brutal regime can be seen in the example of Indonesia. Noam Chomsky, internationally renowned professor and activist, has written and spoken extensively on how US and Western support for the despotic regime in Indonesia played an indirect, yet extremely harmful, role in the carnage and deaths of hundreds of thousands in East Timor. However, in 1999, after much pressure, the US finally “pulled the plug” on its support for the Suharto regime, quickly leading to the end of Indonesia’s brutal campaign.
Specifically, “For 25 years, the United States strongly supported the vicious Indonesian invasion and massacre, a virtual genocide. It was happening right through 1999, as the Indonesian atrocities increased and escalated, after Dili the capital city was practically evacuated. After Indonesian attacks, the US was still supporting it. Finally, in mid-September 1999, under considerable international and also domestic pressure, Clinton quietly told the Indonesian generals ‘It’s finished.’ And they had said they’d never leave, they said “this is our territory.” They pulled out within days, and allowed a UN peacekeeping force to enter without Indonesian military resistance. Well, you know, that’s a dramatic indication of what can be done.”
While the socio-political dynamics and historical contexts of Indonesia and Ethiopia are admittedly quite different, the comparison also offers relevant and striking similarities. Both regimes received decades-worth of external economic, military, and political support (particularly from the US). Additionally, both regimes systematically and persistently violated human rights, transgressed various international laws (such as through military occupation), and engaged in large-scale campaigns described as “genocidal”.
With Ethiopia continuing to overlook basic international norms, standards, and laws in its brutal crackdowns upon opposition groups and protestors, the international community must end its complicity in and indirect support for the government’s various transgressions. As Clinton relayed to Indonesia’s leadership, the international community must tell Ethiopia, “It’s finished.”

The OLF press release
The aims of the Oromo struggle led by the OLF is to realize the Oromo people’s self-determination right; to dismantle colonial system from Oromia and to free Oromo from subjugation and to establish free Oromia state. This can be achieved through the sole decision of the Oromo people who will choose either to establish a free Republic of Oromia or to make new political arrangement with neighboring nationalities based on interest, equality, mutual respect and democratic values and principles. This means that the OLF struggles to make an arrangement for Oromo people for free referendum rights.
The Oromo people has struggled and made huge scarifies to fulfill the aims and objectives of the Oromo struggle set out by the OLF. When the Oromo elites and committed individuals developed the OLF program, the central aim was to solve the fundamental political problem of the Ethiopian empire from its roots. The program was not only based on the interest of Oromo people but also considered the interests of other peoples in the Ethiopian empire who were colonized in a similar way and benefit from this struggle.
Thanks to Oromo heroes and heroines, today the Oromo people liberation struggle has reached the stage where every Oromo has gained a full confidence to achieve its long awaited freedom. Also millions of Oromo heroes and heroines are ready to sacrifice their lives for freedom until the liberation of Oromia is realized. We have no doubt that with the sacrifices of committed Oromo heroes and heroines, the OLF vision, which is also the vision of vast Oromo people, will be achieved. However, we cannot deny that there are internal and external forces that want to give the Oromo liberation movement a blind eye and want to divert the Oromo genuine questions for their own political agenda and strategic interest.
Currently, the TPLF/ EPRDF and its allies have understood that it is not possible to stop the Oromo uprising organized by the OLF- Qeerroo and engulfed Oromia from border to border. Since TPLF came to power in 1991 it was protecting the interest of a minority group and largely suppressed Oromo people. But at this moment in time, the TPLF cannot protect its interest through usual military power and intelligence network because the government structure is breaking up and difficult to repair. As a result, TPLF is looking for new OPDO to ally with them and protect further their power and interest. There was no time in its history where the TPLF regime has diverted from its original aims and objectives to respect the political and economic interest of the oppressed people. Also in the future they are not going to divert from their interest and cannot stand by the side of the Ethiopian people.
It is not possible to think that the regime that brutally kills unarmed civilians, make mass arrests and terrorize its own people will respect fundamental human rights. This assumption cannot be true for the OLF who knows the TPLF from very beginning but may be true for those who deliberately give blind eye to the behavior of the TPLF leaders.
The aim of the TPLF is to maintain the interest of the ruling elite with the sacrifice of Oromo people. This has been demonstrated with servitude of the OPDO who did not have any authority to do anything for the Oromo people without the command of their TPLF masters. That was why they were lying to the Oromo people for the last 25 years about the democracy and development. TPLF used the OPDO to deceive the Oromo people and the OPDO has survived under TPLF by becoming loyal to them and by killing and imprisoning innocent Oromo people who asked their human and political rights.
Due to the fact that OLF knows from its outset the aims of organisations that have given Oromo name by the TPLF, the OLF has condemned the establishment of OPDO and other artificial Organisations given Oromo name from the beginning. This is because the organisation that is not free by itself cannot stand for the freedom of its people. As the responsibilities of these dependent organisations are to be instrumental to the TPLF, the OPDO has been major enemy of the OLF and Oromo nationalists and played significant role in obstructing the Oromo liberation movement and instigating the loss of thousands Oromo property for the last 25 years.
Today, the existing OPDO is paralyzed by the Oromo struggle and rejection and is unable to become the TPLF instrument anymore. As a result, with the support of their allies, the TPLF is trying to establish new force in new form under the banner of free and independent organisation to deceive the Oromo people and mess up the Oromo people’s struggle again.
This new strategy of forming new allies is similar to the 1991 London conference where the Oromo people have been sabotaged that was not only a regrettable mistake but also it is unforgettable in history. The loss of thousands of Oromo lives and property in the last 25 years were the result of the sabotage and conspiracy made on the Oromo people during the 1991 London conference. Today, the Oromo people is more aware and struggles for its rights more than any time in the history of the Liberation movement. This bitter and widespread struggle has shaken the TPLF regime from its base. The OLF – Qeerroo members have made huge sacrifices to arrive at this promising stage of the Oromo liberation movement.
The efforts to coordinate few “known” individual elites and Oromo organisations advocating for mere political reforms, making allies and re-allying will never be a solution for a century and half long political crises in Ethiopia but put the east Africa in another political crises. The OLF believes that this idea of coordinating from foreign is repeating the 1991 political game played on Oromo struggle. The Oromo political and economic rights can never be solved by external body and by those individuals who want to fulfill their power ambitions.
The Oromo problem is a fundamental political, economic and social issue that the Oromo people have realized decades ago and sacrificed their lives, properties and livelihood. Nobody can deny that the Oromo people shall gain its self- determination right not by external forces but by its united voice and coordinated struggle under the vanguard of the OLF- Qeerroo movement.
Therefore, the OLF- Qeerroo and the Oromo people must firmly stand against the new situations developing to obstruct the Oromo struggle for freedom in any form and guard their gains and enhance their movement for freedom from century old slavery and subjugation. The interests and self-determination rights of the Oromo people must be respected not by the external forces striving to gain power but by the Oromo people itself.
Victory to the Oromo people!

Governments Should Press Ethiopia to Allow an International Investigation
By Felix Horne, Researcher, Horn of Africa
(Human Rights Watch) — As anti-government protests spread across Ethiopia’s Amhara and Oromia regions last weekend, state security forces once again used lethal force to break them up – killing as many as 100 unarmed protesters.
More than 500 demonstrators are now estimated to have been killed by security forces in largely peaceful protests since November 2015. Demonstrators are protesting against alleged abuses and discrimination by the government.
The authorities have detained thousands during the demonstrations, and charged opposition political leaders with terrorism. The government’s heavy-handed response is likely to fuel growing anger and frustration.
On Wednesday, the United Nations’ top human rights official stressed the need for an international investigation into the killings. Ethiopia’s government immediately rejected this, stating to Al Jazeera that it would be responsible for the safety of its own people.
Some governments, including the United Kingdom, have decided to wait for the outcome of an investigation by Ethiopia’s national Human Rights Commission into the government’s response to protests in the Oromia and Amhara regions before deciding how to act. In its oral report to parliament in June, however, the commission concluded that the level of force used by security forces in Oromia was proportionate to the risk they faced from protesters.
Days earlier, Human Rights Watch had reported that excessive use of force resulted in the killing of an estimated 400 people during the protests in Oromia – and that the response was anything but proportionate.
The Human Rights Commission has a history of close ties to the government.
That combined with the well-established absence of accountability for security forces underscores the need for an international investigation.
One now-former federal police officer involved in quelling the protests laughed when I asked him in May if he knew of any officers held to account. “We can do whatever we want to stop the protests,” he said. “It is only our families and communities who shame us and make us feel guilty for how we act against our people.”
Ethiopia has been hostile to outside scrutiny of its rights record. Despite its June election to the UN Security Council and its membership of the Human Rights Council, it has refused entry to all UN special rapporteurs since 2007 – including the UN special rapporteur on the rights to freedom of peaceful assembly and of association.
The United Nations and allied governments should press Ethiopia to stop using excessive force against protesters, and to hold those responsible to account, regardless of rank. They should press the Ethiopian government to allow international observers to investigate abuses before Ethiopia slides into an even more dangerous and irreversible political and human rights crisis.

(Quartz) — Nearly 100 deaths and thousands of arrests have been reported in Ethiopia over the last days, as part of protests against the marginalization and persecution of the Oromos and Amharas, Ethiopia’s two largest ethnic groups. But the attacks and arrests may not have been the only forms of retribution carried out by the Ethiopian government in its crackdown against protesters.
Last weekend, the internet was reportedly shut down in the country.
In an attempt to understand whether the internet was in fact shut down, we looked at some public sources of data that contain information about internet traffic. Such data provides strong indicators that the internet was most likely shut down during the Ethiopian protests last weekend, though it remains unclear if this occurred in all regions and/or on all types of networks across the country.
Ongoing protests have been carried out by Ethiopia’s Oromo people since November 2015, marking one of the most significant political developments in Ethiopia in recent years. These protests were sparked by the introduction of the Addis Ababa City Integrated Master Plan, which aims to expand the territorial limits of the country’s capital into neighbouring Oromo towns, threatening to displace millions of Oromo farmers and bring the Oromo-dominated region under Tigray-led federal government.
The unprecedented wave of protests has resulted in more than 400 deaths over the last months, according to a recent Human Rights Watch report.
More protests sprung up in the Amhara regional state, with protesters requesting for political reforms and specifically, the Welkait community demanding that ancestral land currently administered by the Tigray regional state be moved into the neighbouring Amhara region.
The new-found unity between the two historically antagonistic communities of the Oromo and Amharas against a common adversary, the TPLF-led government, seems to have raised the tension in the country. The security forces response has been extreme, with observers comparing it to the 2005 post-election violence where nearly 200 people were killed. This time though, at least 30 people were reportedly killed in the Amhara region in one day alone.
Protesters relied on the internet to plan, mobilize and coordinate with each other and this may have prompted the Ethiopian government to pull the plug on the internet even before the planned protests started.
But this is not the first time that the Ethiopian government appears to be restricting access to the internet this year.
Last month, the government reportedly blocked social media sites across the country after University entrance exams were leaked on Facebook by an Oromo activist, as a form of protest against the government.
Public data from last weekend indicates that the internet was shut down in Ethiopia during the heat of the protests, but it remains unclear if this occurred nationwide.
The graphs below illustrate that while internet traffic appeared to be originating from Ethiopia up until August 5th, such traffic was suddenly terminated until August 8th, indicating that the internet was probably shut down.
Google products traffic for users from Ethiopia from July 22nd to August 8th
NDT measurements started by users from July 20th to August 8th
The following graph, which we created based on tweets geotagged in Ethiopia from 3rd-9th August, also illustrates a decrease of Twitter activity.
Similarly, Tor metrics data below illustrates that there was a decrease in the usage of Tor last weekend, which could be viewed as an indicator of the internet being restricted or shut down in certain types of networks.
Tor metrics data for direct connecting users
The data included in the graphs above shows that while the internet was likely shut down in certain regions and/or types of networks, it probably wasn’t shut down completely across Ethiopia. It might also have been the case that access to certain websites was restricted in regions and/or networks where the internet was accessible, though we unfortunately don’t have any recent OONI measurements from Ethiopia to verify this.
Internet shutdowns effectively pose restrictions on demonstrations and on human rights generally.
In the recent case of Ethiopia, shutting down the internet in the middle of intense protests likely not only had an effect on the mobilization and coordination of protesters, but also on the communication between families and friends of victims. This also likely had an effect on journalists reporting on the protests in real-time on the ground, if they were using networks that were blocked.
An Al Jazeera reporter in Addis Ababa cited difficulties to connect to the internet and restricted travel to protest zones as a cause for limited coverage of the protests.
But Ethiopia is not the only country restricting access to the internet during political events.
At least 20 cases of internet shutdowns have been documented worldwide over the last six months alone. In response to this, Access Now is leading a campaign in collaboration with organizations around the world called #KeepItOn.
The #KeepItOn campaign aims to document and raise awareness about internet shutdowns around the world. We support this campaign, and we hope you will too.
This article was drafted as part of a collaboration between OONI and the Centre for Intellectual Property and Information Technology Law (CIPIT) department of Strathmore University.

“I prefer liberty with danger to peace with slavery.” Jean-Jacques Rousseau
“Freedom is never voluntarily given by the oppressor; it must be demanded by the oppressed.” Marthin Luther King Jr.
#OromoProtests The outlawed resistance flag is back in Addis /Finfinne after 25 years
In the past ten months, the gallant Oromo nation unequivocally rejected slavery and demanded freedom. Freedom from political and social marginalization, and wanton economic exploitation by the colonial regime of the Tigray People’s Liberation Front (TPLF). Their unflinching determination and burning desire for liberty in the face of wholesale and pitiless slaughter by the Agazi killing squad has been unprecedented in the history of the Ethiopian empire in the past 130 years or so. To date, over 600 civilians have been brutally massacred while over 50,000 Oromo civilians have been imprisoned and made to disappear without trace.
TPLF is committing crimes against humanity in Oromia before the eyes of the international community. The political crises in the middle east and other parts of Africa cannot in any way justify tacit endorsement of massacre by the western powers who prop up this rogue regime with financial aid. No legitimate alliances can be made on war on terror with a regime that terrorises its own civilians on daily basis. In spite of the massive human cost, the Oromo nation refuses to capitulate because freedom is never given voluntarily by the colonizers; it must be demanded by the oppressed.
A minority rule or a colonial rule
To confront our oppressor, it is essential to understand its salient characteristics. It is my conviction that among the oppressed nations of the south, only the Oromo nation and to some extent the Somali nation who clearly understand the innate characteristics of the oppressor. It is exactly because of their higher national consciousness that the Oromo are confronting the oppressor armed to the teeth with bare hand while other oppressed nations remain in the shadow. I am afraid that the rest of us the oppressed nations do not comprehend who our oppressor is. And I believe that our inaction in the past 10 months against the repeated plea to stand by the Oromo nation emanates from lack of understanding of the oppressor. How does the south perceive the TPLF rule? Is the TPLF rule a minority dictatorship in a country that is a home to all nations, or a subtle colonial extension of an infamous empire imposed on hitherto independent nations who are still today treated as inferior conquered subjects to be ruled at any cost? The answer is unambiguous for two reasons.
First, TPLF or its predecessor, the Tigray National Organisation (TNO), was created in 1974 with the sole objective to secede from the Ethiopian empire and create an independent state of Tigray. Without doubt therefore the TPLF was fundamentally against the Ethiopian empire and had no commitment to protect and preserve its territorial integrity. TPLF’s unwavering support for the independence of Eritrea in 1993 is a living testimony of this fact. The question one should then ask is why did the TPLF occupy the rest of the Ethiopian empire it helped to partly disintegrate when the military regime collapsed in May 1991? The TPLF would tell us that it updated its manifesto from seceding and creating an independent Tigray state to “ensuring the rights of the Ethiopian peoples to self -determination” and that it occupied the south to “liberate” them. The TPLF would lament, as it does today, that it was committed to create a new country where the “rights of all nations to self-determination” were fully respected. The truth of the matter is TPLF had no business fighting to liberate Oromia, Sidama, Somali, Afar, Gambela, or any other nations of the south for the simple reason that it was and is solely a Tigray political organisation.
Most nations already had political movements which were the counterpart of TPLF that were fighting against the Ethiopian empire even before the creation of TNO or TPLF, regardless of their successes or failures to topple the incumbent regime/regimes. The Oromo Liberation Front (OLF) founded in 1973 was older than TNO or TPLF and had unwavering support from the Oromo nation and had fought gallantly against both the imperial and the military regime. The Sidama Liberation Movement (SLM) established in 1973, the Western Somali Liberation Front (WSLF) created in 1976, and the Ogaden National Liberation Front (ONLF) founded in 1984 all fought against the military regime concurrently with the TPLF and EPLF.
The victory against the equally repressive military regime was therefore not solely attributable to the TPLF and the bravery of its fighters as the TPLF colonial rulers would want us to believe today. The military regime crumbled due to relentless opposition from all nations of the empire, low military morale, the collapse of the domestic economy and the global socialist system. It did not collapse solely due to the bravery of the TPLF fighters!
Political organisations of the oppressed nations had similar objectives and desire for liberty for their respective nations as TPLF had for Tigray. Therefore, had TPLF’s change of heart not to secede from the empire been genuine, it would have agreed to work with the OLF, SLM, ONLF and other political organisations of the oppressed nations to ensure self-determination of the oppressed nations. But instead, TPLF branded these organisations as its nemesis and occupied the rest of the empire. TPLF’s expansion and occupation of Oromia and the south at large after 1991 was therefore indisputably a new colonial expansion and occupation to takeover and rule the remaining parts of the empire. It was an empire building project. The Transitional Government created in 1991 in which OLF, SLM, ONLF other opposition political organisations participated was a hogwash and a publicity stunt to hoodwink the global community and the unsuspecting south.
Second, the Ethiopian Peoples’ Revolutionary Democratic Front (EPRDF) was a cover-up to legitimise the colonial takeover of the remaining parts of the empire. The timing of the creation of EPRDF is a living proof. EPRDF was created hastily in 1989, just two years before the collapse of the Derg regime, as a coalition between TPLF and the Amhara National Democratic Movement (ANDM), formerly known as the Ethiopian People’s Democratic Movement, a splinter group from the Ethiopian People’s Revolutionary Party (EPRP). ANDM was supported and mentored by the TPLF to pacify the Amhara whom the latter regard as chauvinists.
Having “secured legitimacy” among the former rulers, the Amhara through ANDM, TPLF’s next move was to delegitimise liberation movements in the south by fabricating pseudo-political organisations. Consequently, to delegitimise the OLF, which was and still today is the vanguard of the Oromo liberation struggle, the TPLF gathered the Oromo war captives and Oromo defectors from the military and created the Oromo People’s Democratic Organisation (OPDO) in 1990. OPDO was then immediately added to the EPRDF’s colonial shopping cart. When the military regime was overthrown in 1991, it was already clear that the TPLF was ready to institute an alternative colonial rule in Oromia and purge the OLF.
In the same manner, the TPLF fabricated “people’s democratic organisations” and “democratic parties” in Sidama, Somali, Afar, Gambella, Hadiya and elsewhere as local TPLF structures and purged SLM, ONLF and other legitimate political organisations. In 1993 the TPLF unilaterally dissolved the 5 independent regions of the south, 7, 8, 9, 10, and 11 and created Southern Ethiopia Nations, Nationalities and Peoples Regional State and subsequently Southern Ethiopia Peoples Democratic Movement (SEPDM). Immediately the SEPDM was added to the EPRDF colonial shopping cart.
Three peripheral regions, Ogaden, Gambella and Benishangul-Gumuz were not directly added to the EPRDF colonial shopping cart due to economic and geopolitical reasons. Nonetheless, they remained under the tight control of the TPLF. By purging ethnic-national political institutions and country wide political opposition and replacing them with tightly controlled local political tentacles, the TPLF created new indirect colonial rule across the remaining parts of the Ethiopian empire.
The use of indirect rule by occupying colonial powers is not unique to TPLF. Both Britain and France, the two most powerful colonial powers, used indirect rule. They used pre-existing local structures or local structures fabricated by them to govern parts of their empires which were often referred to as protectorates or trucial states. This was primarily because they did not have adequate human resources to man government structures in all parts of their empires. It was not because they wanted to ensure self-determination of their colonial subjects.
Likewise, the TPLF used SEPDM, OPDO, Somali, Gambella, Benshinagul people’s democratic parties, not due to legitimacy problems as some would argue, nor to ensure self-rule by the oppressed people but simply because they did not have enough human resources to govern each and every corner of their new empire.
Therefore, it is naïve to believe that the TPLF rule in the Ethiopian empire is a rule of a minority among equals. It is not. This is important because it is only when we understand our oppressor’s characteristics fully that we will be able to confront it adequately. A minority ruler does not treat fellow peaceful citizens of the country as enemy combatants. It does not unleash full military might against the unarmed youth, children, elderly men, elderly and pregnant women. It is only colonial rulers who slaughter subjects indiscriminately. It is only colonizers who jail tens of thousands of civilians for demanding basic freedom from slavery. This is what TPLF is doing in Oromia today. What TPLF is doing bears the hallmark of a colonial regime. Therefore, in all its characteristics the TPLF rule is a colonial rule and should be rejected unequivocally by all oppressed nations of the south.
Can Oromia invoke the constitution to achieve freedom?
One of my introductory quotes by the most famous African American civil rights activist, Marthin Luther King Jr. reads: “Freedom is never voluntarily given by the oppressor; it must be demanded by the oppressed.” This is so true. At no time in human history did the oppressor willingly hand over freedom to the oppressed without the latter demanding it. It baffles me when some of our most respected scholars entertain thoughts of constitution and the rule of law in the Ethiopian empire. Are we so naïve to think that TPLF as a colonial oppressor was willing to develop a constitution to bestow freedom on the colonial subjects it fought hard for 17 years to conquer and rule. The answer is no.
The oppressed nations should clearly understand that the colonial constitution of the Ethiopian empire is not meant to give them freedom. It is not even meant for them. It is true that the 106 article constitution boasts about the unlimited freedom for the nations and nationalities in the empire including Fundamental rights and freedoms (Article 13), Human rights (Articles 14, 15, 16, 17, 18, 19, 20, 21, 25, 27, 28), and Democratic rights (Article 29, 30, 31, 32, 33, 36, 37, 38, 39, 41, etcetera). The fact of the matter is not a single provision in the so-called constitution has been respected by the TPLF in the past 25 years. Some argue that the constitution is not worth the paper it is written on. I beg to differ; the constitution was not written to grant freedom to the oppressed nations in the first place. It was a tool to legitimise the indirect colonial rule in the eyes of the international community and the local collaborators. Otherwise, why does he TPLF writes the most liberal constitution and respects not a single provision in it. Therefore, the TPLF constitution is the tool to oppress the Oromo, the Sidama, the Somali, the Gambella, the Afar, and the south at large and not to free them. The only constitution that will guarantee freedom to the Oromo nation is the one written by the blood of its fallen heroes.
Draconian labels of terrorism and anti-terror laws
Having firmly established that TPLF breaches every fabric of the supreme law of the empire, the constitution, it promulgated, what recourse in law or otherwise does it have to label any other political organisation or individual citizen of the empire a terrorist. If at all there is a terrorist in the Ethiopian empire today, it is the TPLF. TPLF is a terrorist organisation because it occupied nations without their will and imposed an indirect colonial rule over them thereby inflicting untold suffering on them directly or indirectly through its local collaborators. It terrorised the oppressed nations for a quarter of a century by unleashing an elite military killing squad, Agazi, which massacred the Sidama in Loqqe in May 2002, the Somali in 2007 and 2013, Gambella in 2003, continue to massacre the Oromo civilians since 2015 and before.
The oppressed nations should reject the hypocritical colonial label of terror against the OLF and ONLF and should educate the TPLF the unmitigated terror it has committed against the occupied nations in the past 25 years. Thought out the human history, one nation’s hero was always the oppressor’s terrorist and TPLF is no exception. The draconian terrorism law is a bizarre extension of such reign of terror inflicted on the oppressed south.
The terror being inflicted on the occupied nations of the empire flies on the face of the growth and transformation narrative the regime employs to hoodwink the west. In spite of the much hyped double digit growth for over a decade, the occupied nations are economically worse off today than ever before. Rain failure for one year due to the El Nino effect exposed lack of any rural development efforts in the past 25 years. Over 18 million people have been ravaged by famine since last year. Access to information and communication technology is the lowest in the world. While 70% of the population in neighbouring Kenya have access to internet in 2015, in occupied Ethiopia, access to internet was 3% in 2015. The empire is kept in dark to preserve the colonial occupation. Otherwise, how would a regime block its own citizens from accessing information and communication technology that is taking the world by storm. Especially in an empire where economic opportunity is limited and millions of youth are unemployed. Even this meagre service is regularly switched off to block the oppressed nations from organising to demand political, social and economic freedom.
Solidarity with the Oromo nation now
The Oromo nation, the most enlightened of the all the oppressed nations in Ethiopia, has rejected slavery and demanded freedom. The Oromo struggle for freedom is irreversible. Emancipation from the colonial yoke is inevitable regardless of the unfolding human tragedy. The Oromo nation will achieve freedom whether the other oppressed nations stand by its side or not. This does not mean however that the solidarity of nations is unimportant to lessen the human suffering in the course of liberation struggle. The recent protests in the Amhara region are welcome developments.
While political coalition between the Oromo, Somali, Sidama, Gambella and Benishagula-Gumuz is crucial for freedom in the long term, in the short term, civilians in all these regions should mobilise and standby the Oromo nation. I was encouraged to learn that among a dozen university students expelled from Haramaya university by the regime for alleged sympathy with the Oromo freedom rallies, two were Sidama while all the rest were Oromo students. These students epitomise resilience of the oppressed nations and what we can achieve when we stand together. A number of Sidama businessmen and civil servants are languishing in Qilinxo prison (transferred from Maikelawi recently) in Oromia for alleged support to the Oromo freedom movement. This is encouraging but not adequate given the scale of human tragedy in Oromia. Our peoples should stand shoulder to shoulder from cornet to corner for freedom in our life time. Liberty with danger is better than peace with slavery.

Galatoomaa!
Kenyans are fleeing the Ethiopian border for fear of a clash between the Dassanach community of Ethiopia and the Turkana following the killing of an elder last month.
Kenya (Standard) — Ethiopian elder Lobakate Lobolemai was shot dead on July 31 by a Turkana gunman during a church service in Turkana North Sub-county.
The attacker stormed the church and selectively shot Lobolemai. The elder had crossed to Kenya with members of Dassanach Catholic Church from Koro and Omorate villages in South Omo, Ethiopia, to attend the 10th anniversary of Our Lady of Peace Todonyang Catholic Mission at the border point.
The Ethiopian authorities gave Kenya a week, which ended last week, to produce the suspect in court. Members of the Dassanach community threatened an unspecified action if the assailant is not apprehended.
This killing is likely to disrupt a peace accord between the two communities, which ended several years of bloody conflicts along the border. “We are troubled by this incident. We fear the Dassanach community will retaliate.
The suspect has spoiled peace that we have been enjoying in this region. Tension is now high between the communities,” said Todonyang resident Osman Eleman.
Mr Eleman said more than 130 have been killed along the border following conflicts between the neighbouring Merille and Turkana communities.
urkana North OCS Francis Siror said they have launched a manhunt for the attacker. “We are using some Turkana elders to trace the suspect.
The rough terrain and poor network in the region has frustrated our efforts to trace him, but our search is still on,” Mr Siror said. The Ethiopia Government has sent a protest letter to Kenyan authorities seeking to arrest the suspect.
It threatened to take the matter to an international court. Source said the Ethiopian authorities want the suspect arrested and handed over to them for trial. “We the Government of Ethiopia are very sad about the incident, which occurred in Todonyang Mission camp.
We are sincerely asking you to arrest the culprit so that we can also see him. If this will not happen we are not going to allow any movement from Kenya to Ethiopia, except for the priest of Todonyang Mission and his staff only,” the letter reads.
“If nothing happens, we will take the case to an international court under the Ethiopian Law. If someone kills another person he or she must be jailed. So far, we have jailed 17 members of Dassanach community who killed Turkanas.”
Ethiopia threatened to close down the border, warning that no member of the Turkana community should cross to the country town until a written permission from the authorities is sought.
Todonyang Catholic Parish priest Alex Campon said, “It was an unfortunate incident. All the congregants from Ethiopia and Kenya were shocked when a gunman stormed the church and shot dead the Ethiopian elder. It was not clear why he selectively shot the old man.”
Fr Campon said the faithful from Ethiopia had visited the parish to celebrate with their Kenyan counterparts the confirmation of 50 Christians and blessing of four new classrooms presided over by Lodwar Diocese Bishop Dominic Kimengich.
The priest said the incident is likely to disrupt peace in the region. He said members of the Dassenach and Turkana communities had co-existed peacefully after peace was brokered in the region.
The closure of the Kenya–Ethiopia border will cripple cross-border trade.
The communities have been engaging inbarter trade. The communities share lake Turkana and River Omo for fishing, which has been a flourishing multi-billion shilling business. Turkana Deputy Governor Peter Ekal condemned the incident.
He told The Standard on Sunday that he will lead a delegation to meet the Dassanach Woreda administration to iron out the issue.
“We need peace between the two communities and that is why we will follow up on this,” said Ekai.
Turkana North MP Christoper Nakuleu said security personnel who watched the gunman shoot the elder must be investigated.
“It is sad that the officers, who were supposed to protect the faithful, watched as the gunman shot the old man,” he said.
