The Bishooftuu Massacre

By Rundassa Afsheetee Hundee

bishooftuu6
October 2, 2016 saw the true reality of one of the most horrific acts of Tigre tribe brutality, the Bishooftuu Massacre.

For the Oromians, the Tigre tribe war started in 1991, the day the Tigre tribe army conquered Oromia with the help of the military government of Ethiopia captives, who the Tigreans labeled as OPDO.  After that the outbreak of the Tigre tribe hostility against the oromo people took place in Hursso of eastern part of Oromia where they killed tens of thousands of Oromo Liberation army trainee who were disarmed and jailed in Hurso military camp.

Just a year earlier, in 1991, the Tigre invading army lost  some of it’s fighters by Ambo resistance movement. Angered by this, the Tigre tribe army assassinated well known business man, Daraaraa Kafanii, and student Jagamaa Badhaanee and teacher Baqalaa ababaa and Baqalaa Argawu Dinqaa.   Around the same time, the Tribe’s army killed Yonataan Isaq and thousands others in western part of Oromia. Next, it assassinated a well known artist, Ebisa Adunya and Jaatanii Ali.

The large protracted war that the Tigre tribe army waged in Oromia took place in eastern part of Oromia, in Bale,  Arsi, Iluu abba Booraa and in Jimmaa. In the process, tens of thousands nationalist Oromo men and women were eliminated from every town, city and village of Oromia.

Although things seem to be quit between years 1998-2004, the killing soon escalated into full-scale war in 2015 after the Tigre tribe announced the implementation of what it called “ the Finfinnee Master Plan”.

Before it was forced to abandon it, the tribe murdered over thousand people in central part of Oromia alone.  Since then, the Oromo people fought the tribe even when they are heavily outnumbered when it comes to having guns and bullets. This, in itself, raised the wrath of the Tigre rulers, who preferred the idea of dominating the majority by force because considering peaceful meant to them  a cowardly act.

Recently when the Qimaant people demanded to re join the Amhara region, the Tigre tribe loaded it’s tribe members onto trucks and buses and moved them back to the Tigre region. The idea behind this plan was to wage full scale war against the Amhara people who also opposed a one tribe superiority in empire Ethiopia.  After that, there were killing and gruesome assassinations in the Amhara region, in Knoso and all over Oromia.

The killing methods they used in Hara-mayaa, Hadaamaa, Roobee, Ambo, Bulee Horaa and Wallagga universities ranged from hanging, stubbing, decapitating, burning alive or burying alive.  This was done to  prove their manliness and readiness for the the real war against the majority population that rejected the superiority of small tribe. Proud of their work, the Tigre tribe leaders, Suyom Mesfin and Abay Tashaye called the mass “the ignorant bunch who could never understand democracy but abuse”.

The Tigre tribe amy known for killing and mutilating Oromo corpses began planning the Bishooftuu massacre weeks before the Irrechaa celebration day.  The well experienced Agaazii army known for  killing the elderly, little kids, for raping young girls/women,  for killing pregnant women, for sodomizing men arrived in Bishooftuu three days before the Irrechaa celebration day and camped out ready to kill the Oromo people whose indignities would cease only with death.

On October 2, 2016, close to four million people arrived to attend Irrechaa from every villages and towns or cities of oromia and many of them have traveled hundreds of kilometers and some for several days, and have made great sacrifices in order to attend Irreechaa.  To avoid any misunderstanding, the abba gadaa of oromia warned the Tigre tribe rulers and their tools, the OPDO, not to bring the Tigre flag or attend Irrechaa because the killing that took place in oromia was still fresh in people’s minds.   But the Tigreans interest was to show their authority and power so they raised their flag at this sacred holly land and also told their puppets, the OPDO to take the podium from where they would  give their tiresome deceptive speeches.

The oromians who came to celebrate Irrechaa refused to listen to the Tigre killers explaining that the primary purposes of attending Irrechaa is to thank God not to talk about politics.   All what the people wanted was to be in their own environment and to pray in their own language and increase their faith and devotion to God, and raise the voice of unity and freedom.

Mothers and daughters sang spiritual songs before the speakers were going emphasize the role women have in Oromo society, and  the great influence they have in the lives of their families.   But the egoistic Tigre tribe tools, the OPDO leaders appeared to give speech as if what they were going to say would have inspiring message in it.

This time, the oromo youth started chanting “ Down with Tigre tribe domination”! Down with Waa-yaannee!

The Tigre tribe army, the AGAZII had to demonstrate it’s ability of killing and rained bullets upon 4 million people  with an incredible cruelty so the carnage began.   it was that time when people started running for shelter but there was no place to run away from the Helicopter gunship.

Figures vary, but over a period of few minutes, close to 500 Oromians were massacred by the Tigre tribe army, the AGAZII.  The atrocities this tribe committed in Oromia had been condemned worldwide which the Tigre tribe government shrugged off in a war attitude and so the Oromo people remained under the Tigre tribe occupation.  All these things done however, the Oromo people have decided to fight until this fragile tribal government collapses.

Oromia shall be free!

BISHOFTU, Ethiopia (Washington Post) — Dozens of people were crushed to death Sunday in a stampede after police fired tear gas and rubber bullets to disperse an anti-government protest that grew out of a massive religious festival, witnesses said. The Oromia regional government confirmed the death toll at 52.

“I almost died in that place today,” said one shaken protester who gave his name only as Elias. Mud-covered and shoeless, he said he had been dragged out of a deep ditch that many people fell into as they tried to flee.

The first to fall in had suffocated, he said.

“Many people have managed to get out alive, but I’m sure many more others were down there,” he said. “It is really shocking.”

The stampede occurred in one of the East African country’s most politically sensitive regions, Oromia, which has seen months of sometimes deadly demonstrations demanding wider freedoms.

An estimated 2 million people were attending the annual Irrecha thanksgiving festival in the town of Bishoftu, southeast of the capital, Addis Ababa, when people began chanting slogans against the government, according to witnesses.

The chanting crowds pressed toward a stage where religious leaders were speaking, the witnesses said, and some threw rocks and plastic bottles.

Police responded with tear gas and rubber bullets, and people tried to flee. Some were crushed in nearby ditches, witnesses said.

In its statement, the Oromia regional government blamed “evil acts masterminded by forces who are irresponsible,” and it denied that the deaths were caused by any actions by security forces.

Mulatu Gemechu of the opposition Oromo Federalist Congress told The Associated Press that his sources at hospitals said at least 52 people were dead as of Sunday evening, but he thought the figure would rise.

The protesters were peaceful and did not carry anything to harm police, he said.

Before the stampede, an AP reporter saw small groups of people walking in the crowd and holding up their crossed wrists in a popular gesture of protest.

The reporter also saw police firing tear gas and, later, several injured people.

The crossed-wrists gesture has been used widely as a sign of peaceful resistance and is meant to symbolize being handcuffed by security forces.

It was in the spotlight at the Rio Olympics, when Ethiopian marathoner Feyisa Lilesa, who is from the Oromia region, crossed his wrists while finishing in second place. He hasn’t returned to the country since, saying his life could be in danger.

Ethiopia’s government, a close security ally of the West, has been accused often of silencing dissent, at times blocking internet access.

The months of anti-government protests and the sometimes harsh government response have raised international concern.

The U.S. recently spoke out against what it called the excessive use of force against protesters, describing the situation in Ethiopia as “extremely serious.”

On Sunday, many people in Ethiopia turned their Twitter and Facebook profiles to solid black and expressed anger at the government over the deaths.

The regional government declared three days of national mourning.

The Ethiopian Government is utterly responsible for the unlawful killings at the Ardsade Irrecha (Thanksgiving) Oromo Celebration

Appeal for urgent action:

The Ethiopian Government is utterly responsible for the unlawful killings at the Ardsade Irrecha (Thanksgiving) Oromo Celebration

To: Office of the United Nations High Commissioner for Human Rights (OHCHR)

Palais Wilson
52 rue des Pâquis
CH-1201 Geneva, Switzerland.

Dear Commissioner,

Oromia Support Group Australia extremely shocked about the killings of innocent Oromo civilians at the Ardsade, few Kilometers from the capital city (Finfinnee – Addis Ababa) during today’s Irrecha (Oromo Thanksgiving) celebration on 2 October 2016.

The Ethiopian Federal forces, racially affiliated and heavily armed, known as Agazi and part of the select force of the ruling Tigrean People’s Liberation Front (TPLF), violently opened fire and killed more than 140 people out for the celebration (please see attached evidence).

Ethiopia’s tight restrictions on civil society and free media make it difficult to external sources to verify the current, mounting killings, and the exact details of the ongoing agonising situation. This situation is made worse by the severe restrictions on access to Ethiopia which affects foreign media and neutral international organisations to query this brutality.

Particularly, since November 2015, every day we are seeing and hearing heartbreaking images and videos of hundreds of Oromo civilians (including children) being beaten to death and killed by shooting. There are credible reports of severe injuries and arbitrary arrests in many locations that the Ethiopian government armed forces and authorities are unable to deny and publicly admitted the killings. We are concerned that this pattern will continue to worsen.

We respectfully believe your office the has a duty to use its diplomatic relationships with the reciprocal expectation of protecting human rights and legitimate democratic governance. These accusations reveal not only violations of human rights but also serious of a criminal act and legal process, and without external accountability, many vulnerable people will die.

We, therefore, urge you to:

  1. Request and conduct a country visit to Ethiopia as soon as practicable, in order to investigate, amongst other things, the massacre of Oromo civilians in Oromia particularly for the last two years including the more than 140 killings of Oromo civilians at the ArdSade Irrecha celebration.
  2. Raise this case with the international community and other relevant United Nation bodies, and punishment of the perpetrators, in line with the UN Guidelines on the right to remedy.
  3. Raise this case and the severe and worsening trend that it represents (and which the prominent bodies, such as, European Parliament resolution on the situation in Ethiopia (2016/2520(RSP) by the European Union and the United Nations High Commissioner for Human Rights, Geneva, 13 September 2016 that requests be given access in order for it to conduct a human rights assessment, particularly in the Oromia and Amhara regions.
  4. Urge Ethiopian officials to invite relevant UN and AU human rights mechanisms, including the UN Special Rapporteur on torture and other cruel, inhuman or degrading treatment or punishment; UN Special Rapporteur on the rights to freedom of peaceful assembly and of association; and the Working Group on Arbitrary Detention to visit Ethiopia.

Thank you for your giving attention to this very urgent matter.

Sincerely,
Marama Kufi,
Oromia Support Group Australia

Ethiopia: More than 150 Dead after Security Forces Fire into Crowd

bishooftuu6WASHINGTON D.C., United States of America, October 3, 2016/APO/ — In response to actions by Ethiopian security forces leading to the death of more than 150 people attending the Irreecha religious and cultural celebration in the Bishoftu town in Ethiopia’s Oromia region on October 2, Freedom House issued the following statement:

“The deaths in Bishoftu occurred because security forces fired tear gas and live ammunition at a crowd of over a million people celebrating a religious occasion,” said Vukasin Petrovic, director for Africa programs. “The government of Ethiopia should allow a truly independent body to investigate the tragedy at Bishoftu as well as security forces’ well-documented record of using excessive force against peaceful gatherings.”

Background:

Irreecha is an annual holiday for giving thanks, celebrated by the Oromo people, Ethiopia’s largest ethnic group. While firm numbers remain unavailable, eyewitnesses say that the total number of deaths on October 2 may exceed 300.

MANY DEAD AFTER ETHIOPIAN PROTEST

3 OCTOBER 2016 BY

Sweden (Blank Spot Project) – A large number of people are feared killed in connection with protests against the government of Ethiopia on Sunday. The country  is now facing perhaps his biggest political crisis in decades.

Two million people gathered Sunday at the sacred lake Harsadi, south of the capital Addis Ababa, to attend a ceremony called “Irecha” where people group Oromo celebrate the end of the rainy season.

In films from the participants can see how the religious celebration after a while turns into protests against the government.

The assembled chanted “Down with the government” and “We want freedom” in which police fired on the anti-government demonstrators with tear gas grenades and rubber bullets, which sparked panic. Many people were trampled to death as they fled for their lives.

Prime Minister Hailemariam Desalegn commented on the incident with the protesters prepared for chaos, ” pre-planned mayhem ” which led to many dead and he denied that the security forces opened fire.

“As a result of the chaos walked lives lost and several injured have been taken to hospital. Those responsible will be brought to justice, “the government announced in a statement.

But video footage from the scene hears gunfire and witness statements are also talking about tear gas to have been shot from helicopters.

The current government has confirmed that 52 people have been killed, while the Ethiopian opposition groups are talking about hundreds killed.

Last spring, struck the US-based organization Human Rights Watch concluded that during the recent wave of protests against the Ethiopian government security forces had killed more than 400 people.

The protests in Ethiopia began in the fall when the government unveiled a plan to expand the capital Addis Ababa. As part of the plans would farmers are forced to move from their land. But the protest movement quickly grew to be about much more than just land.

Oromo are Ethiopia’s largest region and ethnic group was in the last census to 25 million out of a population of 74 million. They have long been marginalized and can be described as “Africa’s Kurds.”

In the images that are now starting to spread from hospitals in the region during the tags #IrechaMassacre and #OromoProtests sees hundreds of injured and dead.

Ethiopia, which is often held up as a textbook example of growth and social progress are facing perhaps his biggest political crisis in decades.

(Aljazeera) — Demonstrators have clashed with police in central Ethiopia a day after a deadly stampede at a religious festival that started when police fired tear gas and warning shots.

Protesters blocked roads in several towns in the Oromia region on Monday as the Ethiopian government declared three days of mourning to ease tensions in the region after at least 52 people were killed in Sunday’s chaos.

INSIDE STORY: What is triggering Ethiopia’s unrest?

Witnesses said many people were crushed and others fell into ditches as they tried desperately to escape the police. Shoes and clothing littered the scene of the disaster, as a small group of angry residents dug for bodies in a deep ditch.

“We’re digging because people are buried inside the ditch. Fifty-two dead is a lie,” Dagafa Dame, one of the diggers, told AFP news agency.

Oromo activists called for “five days of rage” after the stampede.

Live rounds

Clashes between security forces and protesters continued Monday morning in Bishoftu and Ambo, an Ethiopian government official and witnesses told The Associated Press.

“Some people tried to come out en masse this morning to protest the deaths of holiday-goers on Sunday and also demand the release of people arrested during the celebrations,” said Nimona Negash, a tuk-tuk driver in Bishoftu, where the disaster occurred.

“Today’s protesters were peaceful but dispersed by police violently. I’m not aware of any deaths this morning, but it was violent. But I’m aware of live bullets used this morning in other vicinities of this town.”

Negash said family members of people who died in Sunday’s stampede and others looking for their loved ones were flocking to Bishoftu, 45 km south of the capital Addis Ababa, creating tension there. He said he heard some 200 people had been arrested.

“I went to the place where the accident happened this morning, and I’ve seen people being pulled out,” he said. “More and more people are coming out of a deep ditch. I saw seven bodies being pulled out then left the scene as I was unable to watch more.”

‘Not out of control’

Fikadu Tessema, a spokesman for the Oromia region, said on Monday some groups were trying to “continue the violence that they orchestrated on Sunday”.

He said they were trying to blame the deaths on security forces who fired live rounds. “I can assure you 100 percent that all the 52 victims died of a stampede and didn’t have bullet wounds on their bodies,” he said.

“The current situation in Oromia is not out of control. We are taking measures to bring back our peace.”

OPINION: The ‘Ethiopia rising’ narrative and the Oromo protests

Oromia has experienced violent, sometimes deadly anti-government protests since November 2015 as people call for wider political freedoms and the release of detained opposition figures and journalists.

Ethiopia’s government, a close ally of the West, has been accused often of silencing dissent and at times blocking internet access.

The US recently spoke out against what it called the excessive use of force against protesters, calling the country’s situation “extremely serious”.

(Standard Digital) — A festival turned tragic on Sunday following a confrontation between Ethiopian police and the ethnic Oromo people. Tension ensued when the Oromo people who were attending Irrecha festival to thank Waaqa (God) for the blessings and mercies, also demanded for equal rights in the country with over 96 million people.

The crowd chanted ‘we need freedom’ while displaying crossed wrists, a popular gesture of dissent against Ethiopian government’s alleged oppression.

The festival that was hosted in Bishoftu in the Oromia region was punctuated by anti-oppression catchphrases leading to police deadly intervention.

The Ethiopian security forces fired rubber bullets and tear gas, creating a stampede that led to the death of over 250 Oromo people while over 300 people sustained serious injuries including gunshot wounds. A number of people ended up falling in deep pits.

Human Rights Watch estimates that more than 400 people have been killed by the government forces since 2014 when Oromos first protested against Ethiopian government’s planned expansion of the capital, a move which was seen to threaten Oromo’s farm lands.  Even though the government deferred the plan, Oromos and other dissenting communities have remained marginalised.

In the wake of this turmoil, African Union leaders as well as world leaders have remained silent over the endless bloodbath that is now threatening peace in Eastern Africa.

“The trend of silence is worrying many people in Africa. It’s like massacre is now the new norm in the continent,” Ethiopian Human Activist (name withheld due to security reasons) lamented.

African Union has recently acquired the most effective weapon against International Criminal Court (ICC), and that is, “threat to withdraw” from Rome Statute that established ICC. Interestingly, this tool is very effective since it’s been used and proven to shield African leaders from international justice systems.

On September 23, 2016, United Nations Security Council (UNSC) was forced to consider highly advanced enticing exercise for African Union (AU) to reconsider its call for mass withdrawal from International Criminal Court (ICC) membership. Of course, as usual, AU got its way and the world had its say, and the impunity grew bigger.

“AU efforts to undermine the only permanent criminal court for victims of atrocities are fundamentally at odds with the AU’s rejection of impunity, and with its decision to make 2016 as the AU’s year of human rights,” said Stella Ndirangu of the Kenya section of International Commission of Jurists. “The AU’s commitment to justice cannot be reconciled with protecting African and other leaders from accountability for mass atrocities before the ICC.”

Ironically, Article 4 of the Constitutive Act of the AU expressly rejects and condemns impunity which on the other hand remains entrenched within African governments. The AU has also identified justice as one of its “shared values,” and 2016 as the “African Year of Human Rights with Particular Focus on the Rights of Women.”

International Justice systems consider Ethiopian government’s alleged massacre as crime against humanity that is prosecutable at the International Criminal Court, but there is no doubt that African Union will defend a regime which tolerates no dissent.

In January 2016, African Union forged a legwarmer negotiation team known as Open-Ended Committee on the ICC to develop a “comprehensive strategy” that includes withdrawal from the ICC. The Open-Ended Committee was given the mandate to identify areas which United Nations Security Council had to comply in and with, and they included a demand for immunity for sitting Heads Of State and other senior officials from prosecution before the ICC.

“Probably this explains height of impunity and government’s induced massacres that go unpunished in the continent,” Ethiopian Human Activist (name withheld due to security reasons).

According to Open-Ended Committee, the ICC has unfairly been targeting African leaders who according to AU, are very innocent.

Did tear-gas lead to deadly “stampede” at religious festival?

(BBC News) — More than 50 people have been killed as they attended a religious festival in the Oromiya region of Ethiopia. Thousands of people had gathered including anti-government protestors. The Ethiopian prime minister, Hailemariam Desalegn, has blamed rioters for a stampede and denied reports that the security forces opened fire. Some activists claims the death toll is much higher.

ADDIS ABABA (Reuters) – Protests broke out in some areas of Ethiopia’s Oromiya region on Monday, a day after dozens of people were killed in a stampede at a religious festival sparked by a bid by police to quell demonstrations, witnesses said.

Opposition politicians and government officials gave contrasting tolls of casualties that took place during the annual Irreecha festival in the town of Bishoftu, some 40 km (25 miles) south of the capital Addis Ababa, where police fired teargas and shots in the air to disperse protesters.

The manager of the town’s government-operated referral hospital said the death toll had risen to 55, with 100 injured, from 52 dead on Sunday. An opposition leader told Reuters the number of dead stood at around 150.

On Monday, witnesses said crowds took to the streets in Oromiya’s Ambo, Guder, Bule Hora and other towns in response to the deaths.

“Shots are still being fired. Everything remains shut – Ambo has been brought to a standstill,” said Mesfin, a university student who did not want to give his full name out of fear of reprisal.

Two other residents of the other towns said scuffles took place between demonstrators and police.

The region’s assistant police chief told journalists that “widespread disturbances” had taken place in several parts of the region.

“Roads have been blocked, while government offices and vehicles have been burnt down. Police are trying to put an end to all this,” said Sorri Dinka, deputy commissioner of the Oromiya Police Commission.

The Horn of Africa country has declared three days of national mourning, with flags flying at half mast throughout the country to pay tribute to the victims.

Sporadic protests have erupted in Oromiya over the last two years, initially triggered by a land row but increasingly turning more broadly against the government. Scores of protesters have been killed in clashes with police since late last year.

The developments highlight tensions in the country where the government has delivered high economic growth rates but faces criticism from opponents and rights groups that it has reduced political freedoms.

The government blames rebel groups and dissidents abroad for stirring up the protests and provoking violence. It dismisses charges that it clamps down on free speech or on its opponents.

Merera Gudina, chairman of the opposition Oromo Federalist Congress, said Sunday’s death toll had climbed to 150 people and that some of the victims were shot dead by police, contrary to official claims.

“We are calling on the government to establish an independent inquiry,” he told Reuters.

Addis is booming, but not all benefit

Addis is booming, but not all benefit

ADDIS ABABA, 3 October 2016 (IRIN)–On Sunday evening, the bars of Addis Ababa were doing their usual brisk business. Just 50 kilometres south of the Ethiopian capital, in the picturesque volcanic lake town of Bishoftu, more than 100 people lay dead.

About two million ethnic Oromo had turned up to celebrate a traditional cultural festival. But a deadly stampede ensued after police fired tear gas at protesters who were chanting anti-government slogans and throwing stones and bottles.

Ethiopia is going through its most widespread and sustained protests since the ruling Ethiopia People’s Revolutionary Democratic Front came to power in 1991. It’s testing the leadership’s grip, and its big idea of a “developmental state” – the implied bargain in which the government delivers economic growth, in exchange for acquiescence over its authoritarianism.

Although there has been significant economic growth over the past two decades, it has not kept pace with a “youth bulge”, rising unemployment and growing inequality. The bargain seems to be fraying in the face of increasingly obvious public corruption, disaffection with the suffocation of civil liberties, and localised misrule at the state level.

When Ethiopian marathon runner Feyisa Lilesa celebrated at the finish line in the Rio Olympics by crossing his forearms above his head, the symbol of the opposition movement, he drew attention to the months of government crackdowns on protest.

Since November 2015, that has cost upwards of 600 lives, according to human rights groups.

“The oppressed stay silent but eventually you reach a critical mass and then it boils over,” said Yilikal Getenet, chairman of the opposition Blue Party. “Hundreds have been killed but they keep protesting. They go to protests knowing the risks. So what does that tell you?”

Discontent spreads

The Oromo are the country’s largest ethnic group, constituting 35 percent of the country’s nearly 100 million population. They have historically felt short-changed by successive regimes in Addis Ababa, and, initially, the unrest was confined to the Oromia Region.

But then in August, similar grassroots protest broke out among the Amhara, Ethiopia’s second largest ethnic group, starting in the ancient city of Gondar. For the first time, the government seemed to be on the ropes.

“This movement, fundamentally, involves the peasants in the countryside,” said human rights lawyer Abebe Hailu. “This government came into being with the support of the rural poor. Now it is the rural poor that is against them – this is the irony.”

Addis Ababa, the hub of political power and the engine of Ethiopia’s economy, has remained relatively cocooned. But there is undoubtedly a degree of uncertainty lurking among the sparkly new malls and rushing traffic.

Activist alliance?

It’s hard to say how closely the Amhara and Oromo activists are cooperating; but they are releasing joint press releases, mounting joint demonstrations outsides embassies abroad, and both groups are expressing solidarity with their counterparts.

“The immediate causes of the two sets of protests were different but they have the same demands: deliver the right leadership,” said Yilikal, the opposition party chairman.

“That was why, when the Amhara protested in Gondar, they carried posters calling for an imprisoned Oromo leader to be freed. Activists from either side are releasing messages to stand together.”

Merera Gudina, chairman of another opposition party, the Oromo Federalist Congress, believes the ruling EPRDF’s political project of “ethnic federalism” could be unravelling.

“What’s happening is a combination of everything: historical marginalisation and present marginalisation,” he told IRIN. “It’s a revolt against minority rule and its policies.”

The EPRDF’s federal constitution was meant to accommodate the country’s impressive diversity of more than 80 ethnic groups, providing for shared and decentralised power.

But the EPRDF is seen as controlled by the Tigrayan People’s Liberation Front, which waged a successful guerrilla war against the 14-year military dictatorship of Haile Mariam Mengistu.

Tigrayans form only about six percent of the population but have a key role in government, business, and especially the security forces – to the chagrin of those that are locked out.

Alienation

“The TPLF has trapped itself by ethnicising political life without accepting real autonomy for every regional state,” explained Robert Wiren, a French journalist who specialises on the Horn of Africa.

“It is an open secret that behind each regional state leader there is a kind of unofficial political supervisor,” he said. “Since Ethiopia’s economic growth is due to a centralised-driven process, a lot of non-Tigray people suspect the Tigray elite to be the only beneficiary of the economic boom.”

This style of governance has alienated the Amhara, who historically provided the emperors that ruled the country. The Oromo feel they have always been excluded, first by the Amhara, and then by the Tigrayans, a reality that could limit the strength of the new opposition alliance.

The towering figure of Meles Zenawi, who ruled Ethiopia from 1991 until his death in office in 2012, wasn’t blind to such frictions. He chose as his successor Hailemariam Desalegn, who hails from a minority southern ethnic group.

While proving himself an able technocrat, Hailemariam hasn’t been able to restrain Ethiopia’s competing elements and balance its fragile ethnic politics.

But he hasn’t been shy of speaking out, warning that issues facing the regime are a matter of “life or death”, and criticising party members for using “public authority for personal gain at all levels”.

And he appears willing to make concessions. In the wake of the initial Oromo protests, the government shelved the ostensible cause: a plan to expand Addis Ababa into the surrounding Oromia countryside. This unprecedented government compromise was praised by many.

“Obviously, the government has to maintain law and order. That’s the point of a government. But you have to balance things: on the one hand law and order, but on the other you have to deliver genuine solutions to people’s demands,” noted Lidetu Ayele, founder of the opposition Ethiopia Democratic Party.

“If you balance that, you can really handle the situation. Otherwise, if you always pretend and play the same old political game, it cannot take you anywhere.”

But the government doesn’t appear willing to go to the extent of opening a dialogue with the opposition. “All we have are our principles and public support – we have no power to negotiate with them on anything,” said Yilikal.

Do opposition parties have a plan?

But the civilian opposition – as opposed to the armed insurgents the government still battles – is also criticised for not matching the volume of its anti-government rhetoric with effective policy alternatives.

During Ethiopia’s now infamous 2005 national election, opposition parties won a significant number of seats, but some refused to take them due to accusations of vote rigging that denied them outright victory.

A troublesome youth bulge

A troublesome youth bulge

While many acknowledge vote rigging occurred, others lament how that boycott proved catastrophic. Today the opposition remains divided, apparently unable or unwilling to coalesce into a single effective voice.

“What does the Ethiopian public want? Firstly, peace; secondly stability; thirdly prosperity,” suggested one Addis Ababa-based foreign analyst.

“In most cases, the Ethiopian opposition have conflated opposition with opposite,” he added. “When asked for details of the programme for achieving those three needs, they revert to type and complain about how difficult it is to be opposition instead of answering the questions.”

Reform

“There are two types of opposition: those involved in armed struggle and then there’s legal representation like us, but the problem is the EPRDF puts all opposition in the same basket,” said Merera, of the OFC.

“If it’s not willing to open political space for moderate forces, how can we do anything?”

It’s argued, however, that much of the inability of opposition parties to gain traction and effectively engage with the EPRDF has more to do with their funding.

“Nearly all of opposition political party funds come from the diaspora, and the diaspora are not going to pay for an opposition that cosies up to the EPRDF,” the analyst said.

The EPRDF’s “revolutionary democracy” ideology is seen as fundamentally anti-democratic. What is needed, observers say, is reform. That would include releasing all political prisoners, unshackling the media, allowing freedom of expression, and reforming key institutions such as the judicial system.

A sterner test will be ensuring the fairness of the next local elections in 2018 and national elections in 2020.

The government has started talking about reforms. But for a country with a millennia of centralised, autocratic rule – first under its emperors and then its military leaders – that’s much easier said than done.

“People need to be calm and patient,” said Abebe, the human rights lawyer. “And we need acceptance by the government about making real reforms.”

  • As many as 100 said to have died in flashpoint Oromia region
  • Country’s largest ethnic group has protested for almost a year

(Bloomberg) — The Ethiopian government’s deadly mishandling of a protest at a cultural event by the Oromo people threatens to reignite demonstrations across the country’s largest region and worsen political risk in one of the U.S.’s key African allies.

The Association for Human Rights in Ethiopia estimates as many as 100 people were crushed to death or drowned on Sunday as they fled from regional police firing tear gas, rubber bullets and live rounds to disperse a crowd in Bishoftu city, 28 miles (45 kilometers) southeast of the capital, Addis Ababa.

Oromo protesters had crossed their arms — a symbol of resistance by Ethiopia’s largest ethnic group that’s been demonstrating for almost a year — as they chanted anti-government slogans and threatened to take over a stage where traditional leaders were due to speak. Government spokesman Getachew Reda put the death toll at 55 and said some of the protesters were responsible for the stampede.

“People are now angry and we expect a huge backlash in Oromia,” said Milkessa Midega, a doctoral candidate at the Center for Federal Studies at Addis Ababa University. “This is going to inflame another round of deadly protests.”

Regional Bulwark

The U.S. considers Ethiopia a bulwark in the Horn of Africa, a region troubled by failing states. With one of Africa’s fastest-growing economies, Ethiopia is part of an internationally funded African force battling al-Qaeda-linked militants in Somalia and also has peacekeeping troops in South Sudan and Sudan.

Protests that began over the eviction of farmers and arrests of leaders have led to 600 Oromo being killed by security forces since November, according to the rights association. Since July 31, there have also been fatal anti-government demonstrations in Amhara, Ethiopia’s second-most populous region. Combined, they present a major challenge for the ruling coalition that’s controlled Africa’s second-most populous nation for 25 years.

Oromo angry at the Bishoftu tragedy have already started demonstrating across the sprawling central region in towns including Ambo, according to Milkessa, who attended Sunday’s event. He said youthful protesters were angered by government efforts to control which traditional leaders spoke at the annual Irreecha celebration. The danger of people getting crushed in the ditches if force was used was obvious, Milkessa said.

The leaders of the Oromo wing of the ruling coalition were replaced last month amid government pledges to combat corruption and maladministration. Government opponents say senior officials of Tigrayan ethnicity control the Oromo politicians that lead the region of about 35 million people.

The Bishoftu incident was described as a “massacre” by influential activists such as U.S.-based Jawar Mohammed, executive director of the Oromia Media Network, who disseminates videos and reports of protests to more than 1 million Facebook followers. He says the military shot and caused the deaths of as many as 600 people and on Sunday called for five “days of rage” across the region.

Crowds stoned vehicles traveling between the towns of Modjo and Shashemene on Sunday and the road was effectively closed to traffic on Monday, said Sara Negash, a passenger in a targeted bus. At Hagere Mariam in southern Oromia, protesters burned a customs office and police station, according to Getachew.

There will probably be a shift in resistance tactics after the tragedy as the Oromo “intensify their struggle for freedom and equality,” said Awol Kassim Allo, a lecturer in law at the University of Keele in the U.K.

“I think yesterday’s event marks a significant turning point in the struggle of the Oromo people,” he said.

To: All Oromo and Friends of Oromo in the Washington, DC Metropolitan Area  | October 03, 2016

Greetings,
The Oromo Community Organization of Washington DC is holding a candlelight vigil in memory of Oromo sisters and brothers who lost their lives by a deliberate violent action of the Ethiopian dictatorial regime on Irreecha 2016. The candlelight vigil ceremony will be held jointly with the DC task force on Tuesday October 4, 2016, in front of the White House, 1600 Pennsylvania Ave., at 5:00 pm.
As known, Irreecha is an annually celebrated Oromo cultural festival celebrated in many places; and in particular, at Lake Arsadii site in Bishoftu, Oromia, which is the largest cultural gathering in Africa. It is a completely peaceful cultural ceremony where the Oromo celebrants annually to thank and pray to the creator for all the good things to mankind. It was in this setting where our people were attacked with an unparalleled cruelty of the Ethiopian army, by helicopter gunfire and snipers from the ground, as eyewitnesses reported. We lost over 600 Oromo lives in one day, on Sunday, October 1, 2016, to horrific atrocity of the Ethiopian Government.
Therefore, the Oromo Community Organization of Washington DC is inviting all Oromo and Oromo friends to come to this memorial candlelight vigil to honor our people who lost their lives on the Irreecha 2016 incident.
Respectfully,
The Oromo Community Organization of Washington DC

New York, October 3, 2016 (CPJ) – Ethiopian authorities should immediately and unconditionally release blogger Seyoum Teshome, the Committee to Protect Journalists said today. Police arrested Teshome on October 1, according to press accounts and opposition activists.

Seyoum is a frequent commentator on Ethiopian affairs who writes for the websiteEthiothinkthank.com and lectures at Ambo University’s campus in Woliso, some 110 km (68 miles) southwest of capital Addis Ababa. Police arrested him from his home there, searched the house, and confiscated his computer, an Ethiopian journalist exiled in Nairobi told CPJ, speaking on condition of anonymity for fear of reprisal. Ethiopian bloggers also reported his arrest on social media.

It was not immediately clear what charges, if any, Seyoum faces. Ethiopia’s information minister, Getachew Reda, did not immediately respond to CPJ’s request for comment.

“This arrest of a prominent writer and commentator is deeply disturbing as it comes against a backdrop of government moves to stifle protests and criticism,” CPJ Deputy Executive Director Robert Mahoney said. “Seyoum Teshome should be released without delay and without condition.”

Seyoum is a prolific writer, and international media frequently seek him out for comment on events in Ethiopia. In a recent New York Times article on the Ethiopian marathoner Feyisa Lilesa, who crossed his arms in a sign of solidarity with anti-government protesters at the finish line of the men’s marathon at the Rio Olympics, Seyoum was quoted as saying the athlete’s symbolic protest action had struck a blow against the Ethiopian government’s carefully constructed image as a thriving developing state.

“This was what the government was afraid of,” he told the newspaper.

Thousands of people have taken to the streets in recent months to protest what they see as government abuses and the outsized representation of people from the northern Tigray ethnic group in government.

On Sunday, dozens of protesters died in a stampede after police fired teargas canisters and warning shots to disperse an anti-government protest at a religious festival in the heartland of the Oromo people, where the protests have drawn the highest level of support. Human Rights Watch estimates about 400 protesters died in the seven months leading up to June.

Ethiopia was the third-worst jailer of journalists in Africa, according to CPJ’s 2015prison census. Several bloggers are among those held on vague terrorism-related charges, including the prominent blogger Eskinder Nega, who is in the fifth year of an 18-year sentence following his arrest in September 2011 after he wrote an article highlighting the use of anti-terrorism legislation to harass opposition activists.
