The TPLF/EPRDF regime is massacring and terrorizing the Oromo people all over Oromia, including children, the elderly, and women. Right now, the regime is intensifying its violence and its institutions are denying medical and other services for those who have been shot, mutilated and seriously injured by the Agazi, the regime’s security forces.  And every day, Oromo victims of the regime are revealing to the world what is happening to them through videos and pictures shared through social media. Video evidence reveals that the regime is using live ammunition, tear gas, helicopter gunships, armored cars, and snipers to terrify and kill Oromo.

Thousands of Oromo are also suffering in prisons and secret concentration camps. Oromo individuals who have been released from these prisons and concentration camps have revealed that Oromo prisoners are brutally tortured, castrated, blinded, incapacitated, killed, and infected with HIV in various prisons and concentration camps. And hundreds of prisoners are perishing due to the lack of adequate food, clothing, healthcare and other essential services. Furthermore, the regime is also targeting Oromo mosques, churches and Galma (the house of Oromo indigenous religion) and terrorizing or killing hundreds of Oromo religious leaders.

At this moment, the Oromo people are living in a war zone without access to effective humanitarian assistance or safe zones to retreat to. They are in desperate need of humanitarian assistance for shelter, food, medicine and other necessities for survival. Governments around the world are currently remaining silent about providing humanitarian aid for this crisis. At this historical time, Oromo victims of state violence have no one to assist them except us, citizens of the world. It is our moral obligation and duty to become agents of humanitarian assistance for the Oromo of Oromia. Ethiopia declares state of emergency

ADDIS ABABA, Ethiopia (Washington Post) —The Ethiopian government has declared a state of emergency effective immediately following a week of anti-government violence that resulted in deaths and property damage across the country, especially in the restive Oromia region.

“The Council of Ministers has declared a state of emergency that will be effective as of Saturday evening so as to deal with anti-peace elements that have allied with foreign forces and are jeopardizing the peace and security of the country,” the state Ethiopian Broadcasting Corporation announced Sunday morning.

It added that that the Council of Ministers discussed the damage by the protests across the country and declared the state of emergency in a message delivered to Prime Minister Hailemariam Desalegn.

Major towns and cities across the Oromia region are experiencing unrest and widespread violent protests after dozens were killed on October 2 in a stampede triggered when police fired teargas and bullets to disperse protestors at the annual Irrecha thanksgiving celebration in Bishoftu town.

The state broadcaster said details of the state of emergency will be communicated to the public later Sunday.

Oromia has experienced protests since November 2015 as people have called for wider political freedoms [Reuters]

(Aljazeera) — Ethiopia has declared a state of emergency following months of often violent anti-government protests, especially in the restive Oromia region.

“A state of emergency has been declared because the situation posed a threat against the people of the country,” Ethiopian Prime Minister Hailemariam Desalegn said on state-run television on Sunday.

Local media said the state of emergency, declared for the first time in 25 years, will last for six months.

Earlier on Sunday, the state Ethiopian Broadcasting Corporation reported that the state of emergency was effective as of Saturday evening as a means to “deal with anti-peace elements that have allied with foreign forces and are jeopardising the peace and security of the country”.

It added that that the Council of Ministers discussed the damage by the protests across the country and declared the state of emergency in a message delivered to Hailemariam.

Protests reignited this week in the Oromia region – the main focus of a recent wave of demonstrations – after dozens of people were killed in a stampede on October 2, which was sparked by police firing tear gas and warning shots at a huge crowd of protesters attending a religious festival.

The official death toll given by the government was 55, though opposition activists and rights groups said they believe more than 100 people died as they fled security forces, falling into ditches that dotted the area.

According to government officials, factories, company premises and vehicles were burnt out completely or damaged during the recent wave of protests. Many roads leading to the capital, Addis Ababa, were reported to be blocked.

The death toll from unrest and clashes between police and demonstrators over the past year or more runs into several hundred, according to opposition and rights group estimates. At least 500 people have been killed by security forces since anti-government protests began in November, New York-based Human Rights Watch group said in August.

The government says such figures are inflated and has denied that violence from the security forces is systemic. In August, it rejected a United Nations request to send in observers, saying it alone was responsible for the security of its citizens.

The anti-government demonstrations started in November among the Oromo, Ethiopia’s biggest ethnic group, and later spread to the Amhara, the second most populous group.

Though they initially began over land rights, they later broadened into calls for more political, economic and cultural rights.

Both groups say that a multi-ethnic ruling coalition and the security forces are dominated by the Tigray ethnic group, which makes up only about 6 percent of the population.

The government, though, blames rebel groups and foreign-based dissidents for stoking the violence.

The colonial ruling system in Ethiopian empire brought misery to all nations ( Oromo, Ogaden, sidama, gambella, benishangul, innocent Amhara, innocent Tigre …..etc ). Ones and for all this chronical cancer (colonial rule) is going to get lasting curative surgey by gallant sons and daughters of Oromo people and other nations. To achieve this goal radical resection of the system with his tentacles (like OPDO) is essential in order to bring real freedom, justice and peace

In case of malignancy,the goal of curative surgery is to remove the entire tumour with no residual disease (oncological R0 resection), which requires extensive resection of the surrounding tissues. Even if lymph nodes are histologically free of disease, molecular biological techniques reveal infiltration with cancer cells in 50% of cases.

The goal of palliative resection is to improve the quality of life, relieve pain and preventing obstruction without treating the origine of the disease.

Oromo people are political human while our colonizers were/are political animal. The evidence of this fact is the way of life that Oromo peoples exercise. Oromo people political humanity originate from their root which Oromummaa stands for: Society is composed of many different, often competing interests, the basic, seemingly inescapable cleavage between the few who are rich and the many who are poor is potentially the most dangerous social division of all and the underlying cause of much civil unrest. The key to preserving any political community, therefore, is to strike a balance between the members. To this end, the law must be “sovereign” and must serve as an impartial arbiter — “reason unaffected by desire.” Moreover, there must be moral equality before the law. The law cannot be used as a tool to favor the rich and powerful but must be an instrument for achieving social justice, which he defined as “giving every man his due.”Our colonizers have never had moral value and respect rule of law.

Oromo peoples colonizers in general and the current one (TPLF junta) are guided by their prodigious appetites instead of using higher level dictating power like brain and other values (sorry they don’t have brain, only gun). There is a double-edge to the human psyche. Our “lower-level” appetites and urges manifestly serve our needs, but they can also become destructive, both to the community and to ourselves. Our prodigious appetites must therefore be constrained by the higher-level dictates of “reason”, along with our social and ethical impulses, and by the collective actions of the community to protect and preserve itself. How can be a regime like TPLF call itself i am your government while killing children of age 8yr, 13yr, pregnant women and innocent civilians, burning the prisoners alive, smashing the public with a truck and harassing the peoples on the daily basis because of their identity Oromummaa????? The current TPLF junta lacks all factors of humanity (brain to think, moral, social and ethical values).

There is a diversity of talents among men; consequently, one man is best suited to one particular occupation and others to another…We can conclude, then, that production in our country will be more abundant and the products more easily produced and of better quality if each does the work nature (and society) has equipped him to do, at the appropriate time, and is not required to spend time on other occupations. So my advice to TPLF junta leaders: You are failed to lead the nations in Ethiopian empire, you are failed to implement your own constitution, you are failed to build a fair sovereign law unaffected by TPLF desire, Now it is an appropriate time for you to look other job which nature equipped you (maffia style bandit and robbery)

Successive Ethiopian regimes have never displayed humanity or respect for Oromo’s and denied opportunities to build their social, economic, political, cultural and organizational infrastructures. The current Ethiopian regime (TPLF junta) inhuman atrocities reach  uncomfortable degree, defined by the depredations and mass slaughters perpetrated by TPLF junta agazi commando. And thus far there are few indications  that this atrocities will end soon. More often than not, international institutions stand by while political rights are eviscerated and mass killings are committed by regimes desperate to retain power. International law is a patchwork of conventions that deal with issues raised by dictatorships in a piecemeal, ineffective fashion. The Convention Against Torture, for instance, addresses politically motivated degrading treatment and torture, while the Genocide Convention targets the worst abuses a dictator could commit. The International Covenant On Civil and Political Rights delineates a base line of rights that must be protected but offers no clear mechanism by which to vindicate violations.

Our colonizers (TPLF junta) is committing genocide, thousands of Oromo peoples across Oromia are murdered, recent truck Irreecha Massacre is comparable to france Nice terror attack, millions of Oromo’s are languishing in diverse prison center, mass murder is still going on across Oromia and international community are failed to enforce their convention  against criminal regime of TPLF-junta. For more than centuries the Oromo peoples are fighting for justice! equality ! and peace! But still in the 21st century the reaction of our colonizers is worst than ever. My people as i have mentioned many times in my previous articles we have to empower ourselves and redouble our support to our gallant fighters WBO, our golden generation Qeerroo movement and our vanguard organization OLF in order to speak loudly with enemy language.

Eradicating criminal regime like TPLF would make the world safer for all. It would lift the yoke from the necks of millions still laboring under authoritarian and dictatorial rule of TPLF junta. And it would be the clearest vindication of the rights enumerated in the U.N. Charter in 1945.

The cabinet of Woyane Prime Minister Hailemariam Desalegn has an emergency meeting on Saturday afternoon where the government declared the state of emergency at a time of deteriorating security situation in Oromia Regional State.

Ethiopia: The TPLF/EPRDF Government has declared an official state of emergency in the Oromia region

HRLHA Urgent Action

The Ethiopian Prime Minister Hailamariam Dessalegn has informed the public  through the state run TV that a six month state of emergency has been declared as of October 8, 2016 because “the current situation in the country posed a threat against the people of Ethiopia”

Prime Minister Hailemariam Dessalegn indicated in  his emergency declaration that the Council of  Ministers  declared the state of  emergency after they discussed the damage caused by protests across the country during the past week.

HRLHA reported in its “Ethiopia: The TPLF Hidden Agenda of Reducing the Oromo Population Must be Stopped” on April 17, 2016 that the Oromia regional State has fallen under the TPLF Security intelligence officer generals’ control when they removed the civil administration and declared unofficial martial law as of Febrary 26, 2016. The recent declaration is designed to legitimize the previuos military administration of TPLF government.

Background:

The protests in Oromia regional state, which have continued steadily  since November 2015,   escalated  on October 2, 2016 after many Oromo people were killed by the Agazi force  on the ground supported by helicopter gunships at the Irrecha Festival – which left reportedly at least  600 civilians dead and thousands  wounded.

The Oromo nation  has been under attack since November 2015 when  Oromo protests restarted in West Showa, Ginchi town . The protests  demanded that the Chilimo  forest clearing by land buyers should stop. In response to the peaceful protest against  the land grabs- which included the Addis Ababa Master plan- the TPLF/EPRDF deployed its Killing Squad Agazi force to quell the protests.   In the past   eleven protest months, including the October 2, 2016 Irrecha festival massacre, an estimated 2000 civilians have been killed and several  thousands have been taken to  detention centers.

Despite the brutalities committed  against Oromo civilians during the past  eleven months, the international community has not made a concerted response to end the crisis in Oromia.

The Human Rights League of the Horn of Africa has appealed several  times to the world community , including the UN Human Rights Council, UN Security Council and Donor States such as USA, Canada, UK, Sweden and Norway to put pressure on the government of Ethiopia  to respect the constitution of the country and International human rights standards to solve the political crisis in the country in general and in Oromia regional state in particular.

HRLHA is deeply concerned that if International Communities fail in responding to the killings presently taking place in Oromia Regional State as soon as possible , this could lead to a genocide comparable to those in Rwanda (1994), in Yugoslavia (1998) and in Darfur, Sudan (2003).
Therefore, the HRLHA respectfully demands that the International community including the UN Security Council take concrete actions by:

  1. Using its influence to put pressure on the Ethiopian government to respect international human rights, its own promised obligations, as well as domestic and International laws and refrain from its ethnic cleansing and respect the fundamental rights of Oromo Nation
  2. Passing a decision to intervene to stop the killings in Oromia using the mandate of the three pillars of the responsibility to protect, as stipulated in the Outcome Document of the 2005 United Nations World Summit (A/RES/60/1, para. 138-140) and formulated in the Secretary – General’s 2009 Report (A/63/677) on implementing the responsibility to protect :
    1. The State carries the primary responsibility for protecting populations from genocide, war crimes, crimes against humanity and ethnic cleansing, and their incitement;
    2. The international community has a responsibility to encourage and assist States in fulfilling this responsibility;
    3. The international community has a responsibility to use appropriate diplomatic, humanitarian and other means to protect populations from these crimes. If a State is manifestly failing to protect its populations, the international community must be prepared to take collective action to protect populations, in accordance with the Charter of the United Nations.

Ethiopia: Could more state of Emergency help the TPLF

The TPLF has passed so many state of emergencies since 1995 and once again, it’s puppet prime minister sat in-front of his fellow puppets and talked about the foreign powers who are destabilizing the Tigre colonized empire and promised to deal with the Oromo protest shortly. He said “I want to talk to you about one big issue that have collided in our country, which is the destruction of properties”.

As in the past, the Tigreans have chastised their puppet slave that he will face great consequences for failing to protect Azeeb Mesfin and Alamudin’s colonial properties in Oromia.   While it is understandable that the Tigreans have all the reason to get mad at their puppet ministers and killer agents, there is nothing they can do more than what they have already done thus far.  Since the Oromo protest started, they have dispatched thousands of Agazii killers and double of that number of stand ready army to support the forces that are spread all over Oromia’s villages.

To supplement this effort, the TPLF have dispatched thousands of what it called the Federal riot-law enforcement forces and spying groups that roamed all over Oromia and the Amhara region.  All this said and done, however, the colonizing force is not able to restore its colonial order any more.  This is because the problem of TPLF goes beyond what they believe to be the reason of the protest.

First, the people of the empire don’t have faith in the law and justice system written by the TPLF because it doesn’t serve everyone equally.  Although the fundamental tenet of the law put on paper by the TPLF might be acceptable, that legal system only protects the entitled Tigreans and their puppets, not the mass.  For example, verdicts had been passed on tens of thousands of Oromians by the TPLF “cadre judges” and many of the jailed died in prisons after suffering from torture and poisoning.

Second, the TPLF government puppets talked about elections and peaceful means of struggle, but they took away all these rights by force and won all the elections for 25 years.  That means, it is simply unfair to ask the population to respect the law even when they do not agree with the outcomes of the TPLF law.

Third, it is true that there can be no excuse for the murder, arson, theft, and vandalism by anyone. However, burning down the properties which the “the government” robbed from the people is the same as passing down the same verdict that the TPLF passed down on the population. Now, this being the case however, when the people took back their land, the TPLF’s particular concern, among other things, becomes about the properties that were burned down.  Meantime, the lives they take on daily basis nothing compared to their financial losses. How convenient?   Any way, it is more logical to think that if TPLF’s wanton destruction of the Oromo families lives, it can make sense to the Tigreans, every action that the Oromo people are taking must be a legitimate expression of their outrage with the TPLF injustice.  That’s why no TPLF rationalization, no matter how heartfelt, no matter how eloquent, can make sense to the Oromo people.

Fourth, the Oromo people have seen gruesome images of murdering and cruel treatments that they will never forget. Some were horrifying almost beyond belief. Beyond that, there are other ugly acts that can never be erased out of Oromo memories. Among the many stories out which one sticks in my mind, is the photo of a young Oromo boy whose head is split into two with gun butt used by the Agazii soldiers in Ambo. Others are the savagely beaten women, old or young Oromo protesters at every corner of Oromia.  This is truth which the puppet prime minister who blames the imaged foreign power’s destruction deny. What is true is that people who are now fighting the Agazii army are those who had been watching these images on television and saw the beating and the killings.

Fifth, there is now a widespread agreement among economists that the economic growth we’ve been told for 25 years is nothing but the story of the prosperity of the few. All the preaching and propagandas we’ve been told was the voices of the investors who felt secured and prevailed over poverty. However, all these propagandas never aligned with the reality on the ground.  In addition to the lack of civil liberties and political representations in empire Ethiopia, the absence of fair and equitable institutions reversed the gains people made under the communist dictatorship led by Mangistu H. Ayaanaa. A very strong determining effect on aggregate incomes of the population is TPLF’s ability to revise the rules of the game in the direction it wants to. The fact that the entire empire belonged to the TPLF has led to a tendency that the TPLF/EPRDF members have exclusive right to land just like the European colonial forces, while TPLF’s overly ambitious agenda of “governance” aimed at building the “EMPIRE” with the help of the unrepresentative, ignorant and corrupt PDOs didn’t lead to the strengthening of the empire that the Tigreans now love more than anybody.

Sixth, the fact that the judiciary system was controlled by the TPLF, just like many other institutions, reduced the Oromo people to “second citizen” in their own country.

Now the TPLF bosses talk about listening to the people and reform the system, not understanding the fact that only the removal of the TPLF is what will bring true reform.  To overcome the apparent inefficacies created by the TPLF required the wave of violence which the Tigre team is dealing with today. After all, reforms were made this way since the birth of empire Ethiopia, and the TPLF has to face violence for reform to come.  What this means is that changing policies is not going to be effective to stop the violence.  In fact, if I was part of the TPLF team, I would tell them to leave Oromia alone and stick to Minilik’s palace and enjoy life for three more years. After that retire in America and enjoy the billions of dollars saved overseas.


#OromoRevolution On what was called “Declaration of Emergency” in#Ethiopia:

1 – Arrests, brutal crackdown has been taking place already. What will this state of emergency change ?

The country has already been under the same exact situation of state of emergency. Since the first protest broke out in Ginchi town, the people have endured all kinds of governmental brutality with impunity. For all intents and purposes, Oromia fell under the rule of the command post as of December of 2015 (see EBC report on December 15 or 16 where Getachew Reda and the PM HMD vowed for “merciless and definitive” action/measure against the protesters). The same statement was made by HMD in regard to the Amhara protest a month ago. So, that means, the country is already in exact similar situation with state of emergency. No official of the regime has ever been investigated and prosecuted for the killings of hundreds and thousands of mass arrests in the past months.

If there is anything the declaration of the state of emergency tells us, it is a sinister move thought to be used as a legal cover by the regime to continue to exculpate or exonerate itself from mass murders, mass arrests, media blackout and all other vengeful actions it is taking against the public. It is just a final attempt to legalize and legitimize all that is to come.

It has to be noted that it is just legal and constitutional under Ethiopian legal system (Article 93 of the Constitution ) to kill during state of emergency. In Ethiopia, right to life is among lists of derogable rights contrary to the international human rights treaty obligations where observance of right to life should remain intact in any kind of emergency situation. Not that Ethiopia has ever observed its international duty, now we are witnessing an all-out war situation declared against the citizens.

It has to be noted that the declaration of emergency is yet to be published. This means, the regime will have an unaccountably and extremely broad margin of military actions to engage in a war-like battles against the public. That will be another self-caused recipe for the end of the regime.

2 – Do you see it more like a domestic or foreign oriented message?

I see it like a message desired to be conveyed to the foreigners that the regime is still in control, while in fact, the irony of the declaration is a deep cut that demystified the country is in fact unstable, volatile and more likely to explode contrary to the invented narrative built over the last decades.

3 – Do you see any room for dialogue in this crisis ?

I think the room for dialogue is closed. That ship has already sailed with the#Oromomassacre at #Irreechaa last week that was caused by military’s firing at the crowed at the sacred event and stampede that followed as a result. Nobody expected the regime goes that low. It proved to the people that the regime’s political psychology is hell bent on winning the battle by deploying the military at any expense, even though we can’t find an example anywhere in the world where people lost a battle to tyranny and dictatorship despite the journey it takes to see freedom and democracy desired in life.


Escalation to respond to TPLF “State of Emergency”

Issues:

  • People killed, arrested, abused, expatriated, marginalized, displaced, embezzled, and colonized by TPLF.
  • People have a choice of political and freedom fighter parties. TPLF denied people to respect people’s choice but painted those as anti-peace falsely.
  • People rejected TPLF.
  • Now TPLF announced “state of emergency” to further subdued people.

Lessons:

  • Some freedom fighters including OLF, ONLF were isolated, surrounded and damaged by TPLF.

Implication: TPLF can use to do the same on Oromo military and police. So, they should fight now against TPLF.

  • TPLF denied independent investigation.
  • TPLF undertook genocide at South, Ogden and, now, on Oromo. This can call for Oromo military and police must do the same on Tigree civilians.

Abroad:

  • Ask and get financial, materials, and medical facilities from developed nation to support victims of TPLF. (task force)
  • Ask sanctions against list of TPLF leaders.

Locally:

  1. Warning before extensive and intensive measures
  • Ask with clear message other states including Amhara, Tigree to withdraw military forces from entering Oromia and supporting TPLF. Failure to compel lead to attack on their civilians.
  • Ask OPDO to peacefully resign and mix with their Oromo community. Doing so, forgive them!
  1. Continues process
  • Help Oromo military and police to fight TPLF and their agents. There shouldn’t be conflict of interest between ABO, and OPDO’s forces to protect Oromo from genocide, and build consensus amongst Oromo.
  • Oromo military and police should announce release of jailed political parties and others. No one has a right to damage Oromo illegally.
  1. Actionable targets practically or trigger on
  • TPLF and their relatives including intrusion into Tigray, Mekele, civilian Tigree
  • PM HD and his nearest relatives
  • Tigree in the military force
  • Tigree resources everywhere
  • Break bridge, dig road, railways beyond easily reparable
  • Mobilize to attack across all over: North, East, South, West including in road closure and destruction of targeted properties at once.

Two objectives:

  • TPLF must now resign and live peacefully before escalation. Power should be transferred to people’s choice. Otherwise,
  • TPLF and their resources must be abolished.

Statement by allied Oromo liberation forces on the TPLF regime’s massacre of unarmed Oromo civilians assembled for the hallowed Irreecha – Hora Sadee – 2016 celebrations

A regime that ordered firing live bullets on somber Irreechaa pilgrims in Bushoftu have no moral or political claim to stay in power in Finfinne (Addis Ababa)!

We mark with extreme sadness the monstrous harassment, killing and wounding of hundreds of unarmed civilians by the TPLF dictatorial regime at the traditional Irreecha festival in Bushoftu, central Oromia, on 2 October 2016. We send our condolences to the families of those killed and commiserate with the wounded and those otherwise traumatized as a result of lawless and brutal state terror. We also express our admiration and renew our commitment to stand in solidarity with the gallant and selfless people of Oromia, and particularly the youth, who, in spite of abject regime brutality, continuee paying ultimate sacrifices in the struggle to achieve human dignity, freedom and democracy.

The Irreecha celebration is a peaceful thanksgiving festival, marked this year in mourning and sadness on account of the hundreds killed by the TPLF terrorist regime since the uprising last November. The event should not have been interfered with by the unrepresentative dictatorial state and its surrogates under any pretext. We condemn officials and lackeys of the terrorist regime who planned and perpetrated state interference in the celebrations including those who fired live bullets and tear gas on festival participants, all of whom were only exercising their legitimate cultural, civic and political rights. All perpetrators must be held responsible for the loss of life and all the suffering. We shall do all in our power that the regime’s cadres and surrogates be held accountable for their crimes against humanity in violation of local and international laws.

We thank the multitude of members of other nationalities in Oromia who are enduring the same oppression as the Oromo and have joined in the peaceful protest to end TPLF tyrannical repression. We also thank individuals and organizations who expressed their sorrow to Oromo people. We assure them that our joint struggle for freedom is unbreakable bond and guarantor of our free and democratic future. We also owe a debt of gratitude to the people of Amhara, Konso, Gambela, Gedo, Sidama, Ogadenia, and others who have risen primarily to express their rejection of the TPLF tyranny endured over two decades, and in expression of their solidarity with and support for the pioneering Oromia protest. We assure them that these shared endurances and joint struggle is a sure path to victory for all the oppressed and struggling peoples, and bedrock of shared bright future to be built on the graveyard of TPLF tyranny.

To the people of Tigray, we trust that you are aware the TPLF regime top cadres have long betrayed your ideals and sacrifices for freedom, human dignity, brotherhood and democratic rights, and that they have been building a system of family network hailing from Tigray and ductile surrogates from elsewhere who are beholden to them for their livelihood. They have been amassing personal fortunes through misuse of state machinery and resources, embezzlement and robbery of public and private property. They were in the end caught red-handed by the people of Oromia as they were expanding the millionaire class by expropriating farmlands around Finfinnee (Addis Ababa). A large amount of illegally amassed wealth is already transferred overseas for the sole use of corrupt TPLF leaders and dependents. Yet, after doing so much damage to your reputation and trampling your rights and interests, the TPLF leaders are desperately trying to hang on to power claiming to protect you against contrived vengeance of peoples they continue to harass, rob, kill and maim. People of Oromia and others join in the struggle aim to end the TPLF dictatorial rule, and in no way directed against the people of Tigray. The people of Oromia call on you as they call on all others to join in the Ethiopia-wide rising to end TPLF tyranny and injustices. You will have nothing to fear but everything to gain from a common struggle aimed to end tyranny and put in place a democratic transition based on the rule of law.

We call upon members of international community particularly the UN and human rights organizations to launch neutral investigation of the Irreecha October 2, 2016 massacre in addition to all other atrocities since the November 2015 Oromia protest. We also call again on the US Administration, the UK, EU and others propping-up the TPLF dictatorial regime to use their influences with the regime to prosecute perpetrators of most recent and previous atrocities, facilitate neutral investigation of those atrocities, release all political detainees, and open up dialogue immediately with genuine representatives of the people and all other interested parties in order to organize a peaceful democratic transition under the law. Failure to act to restrain and replace this brutal regime is extremely dangerous, as like a mad dog, it will continue biting and spreading political rabies left and right. This will no doubt lead to society descending to catastrophic violence, a repeat of some unfortunate countries near and far, such as Libya. We say, help mend in time to avert an imminent tragedy!

To the TPLF brutal regime high command, even at this late hour, you may still find it to your advantage to come from the brink, have courage to acknowledge the utter failure of the corrupt and sinister system you wished to entrench, accept that you have forfeited all traces of moral and political claim to govern, and that it is time for you to seek a peaceful alternative under the law. Do not be fooled that firing on unarmed civilians will help subdue a united and determined people ready to pay the necessary sacrifices to regain human dignity and freedom. On 2 October 2016, your forces fired live bullets from the back and killed unarmed civilians retreating from burning and blinding poison gas. You shall fail as the Oromo and other oppressed masses are bound to surge not back but forward, whatever weapons your surrogates may bear and use!

The struggle for freedom, democracy and peace shall prevail.

Ethiopia’s government has declared a state of emergency following months of anti-government protests by the Oromo people, who say they are marginalized.

OFEIBEA QUIST-ARCTON, BYLINE: Greetings.

MARTIN: Now, this is the first state of emergency declared in Ethiopia for some 25 years. How significant is this?

QUIST-ARCTON: Hugely significant because, Michel, it means that the Ethiopian government is rattled. We have had months and months of protests by the group you mentioned, the Oromo, the majority population in Ethiopia, and the Amhara people. And together they make up certainly the majority percentage of Ethiopians. They say that despite this, they are led by a minority Tigrayan elite, that they have very little political or economic representation, land rights and that the government is trying to push into their area to expand the capital Addis Ababa because the economy is doing so well. And that is why they have been protesting for so long.

MARTIN: The country has been getting a lot of positive press for encouraging outside investment, and the economy is growing. But are the protests related to that push for development?

QUIST-ARCTON: Absolutely, because the Oromo people and the Amhara people say that the economic boom in Ethiopia is at their expense, that the government is giving land to foreign investors from countries as far as the Netherlands to China. But they say there’s no trickle down, and they’re not going to put up with this. And that is why we are seeing these demonstrations. And that is why we see the government deciding to declare this state of emergency. It is feeling nervous that this has perhaps gone too far and perhaps it cannot control it.

MARTIN: Indeed, those who watched the Olympics might remember that the Ethiopian marathoner Feyisa Lilesa when he won the silver medal, crossed the finish line with his fists above his head. And he explained later that this was a gesture of protest. He is also Oromo, but he specifically was protesting, he said, that the government’s kind of abuse of civil rights and civil liberties. What is he talking about there? What are other protesters saying has been occurring?

QUIST-ARCTON: Exactly that, and this symbol, as you say, of lifting the hands above the head and then crossing the wrists has become a very familiar gesture that we are seeing by the Oromo protesters in this restive Oromia area and beyond because it’s, of course, not just Ethiopians in Ethiopia who say that their government is authoritarian, that it allows no freedom of speech, that it allows no freedom of association, that it imprisons its opponents. It does not allow bloggers or journalists to operate freely. Many Ethiopians in the diaspora say the very same thing. And the United States government has said that excess force has been used in trying to damp down these protests and that the government is going to have to do something about it. But Ethiopia is also a key partner in the area to the United States to try and bring a semblance of stability, law and order to the Horn of Africa. But it’s also seen as being repressive by very many people.

MARTIN: Before I let you go, Ofeibea, what do we know – or do we know any details about how the state of emergency will be enforced?

QUIST-ARCTON: All we heard from the Ethiopian prime minister, Hailemariam Desalegn, is that this move has been taken because he says it’s necessary to protect both citizens and lives and property because, of course, property has been damaged. And these foreign-owned companies have been attacked. It is effective immediately.

Addis Ababa (IOL) – Ethiopia’s Prime Minister Hailemariam Desalegn declared a six-month nationwide state of emergency on Sunday, saying months of unrest threatened the nation’s stability.

Rights groups say more than 500 people have been killed in protests in the Oromiya region since last year, when anger over a development scheme for the capital turned into broader anti-government demonstrations over politics and human rights abuses.

The government says the death toll is inflated.

“A state of emergency has been declared because the situation posed a threat against the people of the country,” Hailemariam said on state-run television.

“Vital infrastructure, businesses, health and education centres, as well as government offices, and courts have been destroyed,” he said.

He also repeated earlier promises of reform and plans for dialogue with the opposition.

The state of emergency was effective from October 8.

The violence in Oromiya, Ethiopia’s largest and most populous region which surrounds the capital Addis Ababa, and to a lesser extent in the Amhara province, has cast a shadow over a nation where a state-led industrial drive has created one of Africa’s fastest growing economies.

But the government also faces rising international criticism and popular opposition to its authoritarian approach to development.

The unrest has included attacks on businesses, many of them foreign-owned, including farms growing flowers for export.

Attorney General Getachew Ambaye said the decree would permit authorities to stop and search and also detain suspects without court authorisation, as well as carry out house searches.

It also bars the “preparation, distribution and exhibition of material that could incite chaos”, he said in an official announcement.

The measures did not contain curfews, but Getachew said the command post set up to oversee the implementation of the legislation and chaired by Hailemariam would determine where and when to impose curfews “should the need arise”.

“Failure to observe the measures would lead to imprisonment for a period of five years,” he said.

Mulatu Gemechu, deputy chairperson of the opposition Oromo Federalist Congress, told Reuters that the unrest could worsen if security forces were to be granted more powers and expand their presence in Oromiya.

“These are peaceful protesters who have been demanding that soldiers are pulled out. This could intensify anger,” he said.

Last Sunday, scores of people were killed in a stampede triggered when police used teargas and shot in the air to disperse anti-government protesters at a religious festival in the town of Bishoftu.

A US researcher was killed on Tuesday when her car was attacked by stone-throwers near Addis Ababa.

German Chancellor Angela Merkel Due in Ethiopia “To Inaugurate German-Built Au Peace And Security Building””

(Addis Standard) — Angela Merkel, the Chancellor of the Federal Republic of Germany, is due in Ethiopia tomorrow “to inaugurate the new Julius Nyerere Peace and Security Building on the campus of the African Union,” a statement from the German Embassy in Addis Abeba said.

The Chancellor’s trip is part of her Africa tour that includes Mali and Niger.  The statement clearly wanted to convey the primary purpose of the visit; it primarily emphasized her scheduled trip was to inaugurate the new Julius Nyerere Peace and Security Building, financed entirely by the German Federal Foreign Office and built by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). Accordingly Angela Merkel “will address representatives from AU member states and the diplomatic corps in the new plenary hall of the AU Peace and Security Council.”  She will also meet with Dr. Nkosazana Dlamini Zuma, the interim Chairperson of the African Union Commission, AU commissioners and members of the AU Peace and Security Council.

However, in what seem a mere diplomatic courtesy, Angela Merkel’s “visit will begin with a bilateral meeting with Prime Minister Hailemariam Desalegn followed by a joint press conference.” During her meeting with PM Hailemariam Chancellor Merkel is expected to raise concerns on the use of excessive force on protesters in Ethiopia, lack of political space and deteriorating human rights situation in the country. Issues of refugees and security cooperation will also be highlighted during the discussion.

According to local media report, although the government in Ethiopia extended an invitation for the Chancellor to give a speech at the one party controlled Parliament she is said to have declined the invitation.

Unlike visits by few other heads of state to Ethiopia in recent years, including US President Barak Obama, Chancellor Merkel will meet with selected representatives of Ethiopian opposition parties. She will also meet with representatives of civil society organizations, according to information obtained by Addis Standard.

Angela Merkel’s trip to Ethiopia will not be “business as usual,” as it coincides with worrying security developments in the country.  Her visit also comes as Ethiopia just declared a state of emergency effective as of Saturday, Oct. the 8th. The state of emergency declaration followed recent public protests that gripped most parts of the Oromia Regional State, the largest in the country and continuous, albeit sporadic, protests in Amhara regional state, the second largest states in Ethiopia.

The yearlong protests in Oromia took an intense turn following the death by stampede or drowning of unknown numbers of civilians at the Oromo annual Irreecha (Thanksgiving) Festival on Sunday, Oct. the 2nd as a result of security forces’ act of firing live ammunition, tear gas bombs, and rubber bullets in crowded areas.

የመንግስት የኣስቸኳይ ጊዜ ኣዋጅ በተለያዩ ሁኔታዎች ውስጥ ሊታወጅ ይችላል። መንግስታት የኣስቸኳይ ጊዜ ኣዋጅን የሚያውጁት በሃገሪቷና በሃገሪቷ ህዝቦች ላይ የተለየ ሁኔታ ሲፈጥርና ኣደጋ ያስከትላል የሚል ስጋት ሲኖራቸው ነው። እንዲህ ያለው ለህዝብና ለሃገር ከመቆርቆር የሚታወጅ ኣዋጅ በዲሞክራሲያዊ መንግስታት ስር ይታያል። ጥቅምት 9 ቀን 2016ዓም የታወጀው የወያኔ የኣስቸኳይ ጊዜ ኣዋጅ ግን የኢትዮጵያ መንግስትና ህዝቦችን ከኣደጋ ለማታደግ ሳይሆን ወያኔ/ሕወሃትን ከወድቀት በማዳን እድሜውን ለማራዘም የታወጀ ነው።

የወያኔ/ሕወሃት መንግስት ጥቅምት 9 ቀን 2016ዓም በሚኒስትሮች ምክር ቤት የተላለፈው የኣስቸኳይ ጊዜ ኣዋጅ በህዝብ ተወካዮች ምክር ቤት ሳይጸድቅ፣ በጠቅላይ ሚኒስትር ሃይለማሪያም ደሳለኝ ታውጇል። ይህ የኣስቸኳይ ጊዜ ኣዋጅ የመጀመሪያው ኣይደለም። በ1992ዓም ተመሳሳይ ኣዋጅ በወቅቱ ፕሬዝዳንት መለስ ዜናዊ ታውጆ የኦሮሞ ዜጎች በየቦታው ሲገደሉና ሲታሰሩ ነበር። በዚህ ኣዋጅ ምክንያት ከህጻናት እስከ ኣዛውንት ያሉ በኣስር ሺዎች የሚቆጠሩ የኦሮሞ ዜጎች በሁርሶና ዲዴሳ እስር ቤቶች በመታሰራቸው የኣያሌ ዜጎች ህይወት ኣልፏል። በርካታ የኦሮሞ ዜጎች ደግሞ በነዚሁ እስር ቤቶች ውስጥ በወያኔ ለሰቆቃ በመዳረጋቸው ለኣካለ-ስንኩልነት መዳረጋቸውን የኦሮሞ ህዝብ ዛሬም ያስታውሳል።

ጥቅምት 9 ቀን 2016ዓም የታወጀው ኣዋጅ እየተካሄደ ያለውን ኣስከፊ ሁኔታ ይበልጥ ግልጽ ከማድረግ በተረፈ የኦሮሞ ህዝብ ላለፉት 25 ዓመታት ተመሳሳይ ኣዋጅ ስር ስለነበር ኣዲስ ኣይሆንበትም ማለት ይቻላል። የኦሮሞ ህዝብ ከካድሬዎችና የቀበሌ ሚሊሻዎች እስከ ከፍተኛ ሹማምንት በተሰጠ ትዕዛዝ ሲታሰር፣ ሲሰደድና ሲገደል ነበር። በግድያና እስራት ኣስፈራቶ የኦሮሞን ህዝብ በቁጥጥር ስር በማስገባት የኣምባገነናዊ ስርዓትን ለማስቀጠል በኦሮሚያ ስራ ላይ እየዋለ ያለው በወያኔ ቡድን በሚመራው ኮማንድ ፖስት መቋቋሙን ካሁን ቀደም ታህሳስ 15/16 ቀን 2016ዓም በሃይለማሪያም ደሳለኝና በጌታቸው ረዳ ታውጇል። በተጨማሪም ኦሮሚያን በ8 ቀጣናዎች በመከፋፈል በወታደራዊ ኣስተዳደር ስር በማስገባት ያሻቸውን እርምጃ ሲወስዱ ዛሬ ደርሰዋል።

ዲሞክራሲያዊ መንግስታት የኣስቸኳይ ጊዜ ኣዋጅ የሚያውጁት በሃገርና በህዝብ ላይ የሚደርስን ኣደጋ ለመቆጣጠርና ለማሳነስ ሲባል ነው። ወያኔ ግን የኣስቸኳይ ጊዜ ኣዋጅ ያወጀው በሃገርና በህዝብ ላይ ኣደጋ ይደርሳል ብሎ በማሰብ ሳይሆን በሰላማዊ መንገድ ሲካሄድ በነበረው ህዝባዊ ተቃውሞ በሃይል የተቆጣጠረው ስልጣን ጥያቄ ውስጥ በመግባቱ ነው። ስለሆነም ይህ የኣስቸኳይ ጊዜ ኣዋጅ ወያኔን ስልጣን ላይ ለማቆየት የወጣ ነው። በዚህም በሃገሪቷ ህዝቦች ላይ ያሻቸውን እርምጃ ለመውሰድ ይገለገሉበታል። የጭካኔ ግድያና እስራትን በስፋት በማካሄድ እድሜውን ለማራዘም ይጠቀምበታል። ሃሳብን በነጻነት መግለጽ፣ መሰባሰብ፣ በሰላማዊ መንገድ የተቃውሞ ድምጽ ማሰማትና ሌሎችም መሰረታዊ መብቶች በዚህ ኣዋጅ ገደብ የሚጣልባቸው ይሆናል።

የኢትዮጵያ ህዝቦች እስከ ዛሬ የኖሩት በኣናሳ ቡድን ኣገዛዝ ስር እየተገደሉ፣ እየታሰሩና የከፋ ጭቆና እየደረሰባቸው እንጂ እንደዜጋ በህግና በተፈጥሮ ያሏቸው መብቶች ተከብሮላቸው ኣይደለም። በተለይ ደግሞ የኦሮሞ ህዝብ ለዚህ መንግስት ፍጻሜ ማበጀት ኣለብኝ ብሎ በኣንድነት በመነሳት በሰላማዊ መንገድ ተቃውሞውን እያፋፋመ ያለው ጭቆና ስለበረታበት ነው። በመሆኑም የኦሮሞ ህዝብ ዛሬም ቢሆን ይህን ርህራሄ የሌለውን መንግስት ከላዩ ላይ ለማሽቀንጠር መታገል መብቱ ነው። ይህንን መብቱን ለመገደብ በኣስቸኳይ ጊዜ ኣዋጅ ስም የታወጀበትን ዘመቻ ለመቀልበስም ሙሉ መብት ኣለው።

ስለዚህ ለኦሮሞ ነጻነት ትግል እንዲሁም ለእርስበርሱ የገባውን ቃል በማክበር ለዚህ መንግስት ፍጻሜ ለማበጀት ፍልሚያውን እንዲያፋፍም ኦነግ ያውጃል። ከዚሁ ጋር ሁሉም የኢትዮጵያ ህዝቦች ፋሽስቱን የወያኔ መንግስት ማስወገድ ለኦሮሞ ህዝብ ብቻ የሚተው ጉዳይ እንዳልሆነ ተገንዝበው የዜጎች ሰላም፣ ዲሞክራሲና የሰብዓዊ መብት እንዲከበርና መረጋጋት እንዲሰፍን የሚታገሉ ሁሉ ይህንን በጭካኔ በህዝቡ ላይ የታወጀውን የኣስቸኳይ ጊዜ ኣዋጅ ለማክሸፍና ይህንን መንስግት ለማስወገድ በጋራ እንዲንቀሳቀሱ ሁሉንም ህዝቦች ኣጥብቀን እናሳስባለን።

Ethiopia Losing Foreign-Investment Appeal as Attacks Spread

(Bloomberg) – Ethiopia’s attraction as a favorite new destination for foreign investors is fast dissipating as businesses owned by Nigerian billionaire Aliko Dangote and Dutch fruit processors come under attack in growing political unrest.

The government declared a six-month state of emergency Sunday to deal with the violence accompanying protests by ethnic Oromo and Amhara communities that began 11 months ago over dispossession of their land, political marginalization and state repression. The security forces have killed more than 700 people during the demonstrations, according to the Association for Human Rights in Ethiopia. The government says the attacks are being orchestrated by “foreign elements.”

Last year, investors had been touting Ethiopia as a hot new investment destination, lauding the way the government has ramped up infrastructure spending and embraced foreign capital to propel economic growth at the fastest pace on the continent. That appeal is losing its luster as the protests present the biggest challenge to Ethiopia’s ruling coalition since it gained power by force a quarter of a century ago.

‘Tacit Support’

“Foreign investors are viewed as parties to the regime’s development agenda and part of the wider international community’s tacit support for Ethiopia in spite of human rights transgressions,” Mark Bohlund, an economist with Bloomberg Intelligence in London, said by e-mail. “The attacks are likely to have a severe impact on foreign direct investment in the affected areas in the short term and prompt investors to suspend operations indefinitely until security has been restored.”

Dutch-owned Africa Juice BV was set alight last week by a crowd of hundreds in Oromia, the country’s most populous region, which has experienced fatal unrest since November. Another Dutch-owned business, Bishangari Lodge, was burned on Oct. 5. Trucks belonging to Saudi billionaire Mohamed al-Amoudi’s Derba Cement and those of Dangote Cement Plc were damaged as demonstrators blocked roads and stoned vehicles.

Opponents of the government argue that Ethiopia’s economic gains haven’t been matched by increased political freedoms since the ruling party cracked down on the opposition in 2005, after losses in that year’s elections. Critics of the government’s human-rights record, including Amnesty International, cite the strict limits the state has imposed on independent media and its “pervasive violations” of civil political rights.

‘Big Issues’

“The issues that need to be resolved are big, and investors will be wary as to whether the current government will be able to address them,” Jared Jeffrey, a political analyst at NKC Africa Economics, said by e-mail. “The longer it takes for the necessary reforms to be made the more fragile the state will become and the higher the risk to investors.”

The latest burst of Oromo protests was triggered after about 200 people drowned or were crushed to death in ditches on Oct. 2 when regional authorities forcefully dispersed a protest by a large crowd at an annual cultural festival in Bishoftu, according to AHRE.

Ethiopian Communications Minister Getachew Reda said on Monday that Oromo militants received support from Egypt, without directly accusing the authorities in Cairo of backing the unrest. Egyptian Foreign Ministry spokesman Ahmed Abu Zeid said in an e-mailed statement that his country has “absolute respect for Ethiopia’s sovereignty” and that the two nations were holding “high-level communications.”

Jawar Mohammed, an influential Oromo activist based in the U.S., said businesses that have displaced Oromo or have links to the ruling coalition are being targeted.

‘Regime Affiliation’

“Companies are not attacked on the basis of being foreign or domestic,” he said in an e-mail. “It’s their affiliation with the regime.”

Africa Juice, which is about 200 kilometers (124 miles) southeast of the capital, Addis Ababa, employs more than 2,000 people to process passion fruit for export and produce fruit and vegetables for the domestic market, Chief Executive Officer Harry Van Neer said. The Hague-based company, operating on 1,600 hectares (3,954 acres) after buying the privatized state farms in 2009, has yet to make a decision about its future.

“Once we know details and the situation then we will need to see,” he said. “Two of the three farms suffered extensive damage.”

U.S. Citizen

Bishangari was first attacked on Oct. 3 and protected by elders from the local community, who the company had provided assistance to, said Omar Bagersh, one of the owners. Hundreds of protesters returned over the next two days to completely destroy the popular lodge. A U.S. citizen died on Oct. 4 on the outskirts of Addis Ababa when protesters threw a rock, according to the U.S. Embassy in Ethiopia.

Citing delays in infrastructure provision and a tax dispute, Israel Chemicals Ltd. announced last week it’s exiting a potash project that had promised to be one of country’s largest mining operations. The government is reassuring investors that it will restore order, said Fitsum Arega, head of the country’s investment commission.

“They are not happy with the situation but they are confident and taking our word that things will be normalized soon,” he said.

Jiangsu Sunshine Group, a Chinese textiles company, demonstrated that confidence by signing a “final agreement” to invest $500 million over four years at a factory in an industrial park in Adama city in Oromia region, Fitsum said. A Chinese-funded railway going through Adama that connects Addis Ababa with its main port in neighboring Djibouti was opened on Oct. 5, while the Gibe III dam, Africa’s biggest hydropower plant, and also backed by China, began generating electricity a year ago.
