Prime Minster Hailemariam Desalegn blamed “anti-peace forces” for the trouble

(BBC News) — Ethiopia’s prime minster has apologised for the death and destruction caused by protests in the Oromia region.

But Hailemariam Desalegn, addressing parliament in the capital, Addis Ababa, said “anti-peace forces” were responsible for the violence.

He said that the government needs to listen to the grievances of the people.

Oromia has been hit by months of unrest, in which 200 people have reportedly died – a number disputed by the government.

The authorities deny that security forces have been involved in a violent crackdown.

The protests began over government plans to expand the capital’s administrative control into the Oromia region, which have since been dropped.

The government later dropped the plan, but protesters dismissed the decision as “too little too late”.

Oromia is Ethiopia’s largest region and the Oromo people, who make up a third of Ethiopia’s population, have complained of historic economic and political marginalisation.

Mr Hailemariam told parliament that “anti-peace forces… in a bid to divert the people’s legitimate questions… have inflicted losses on human lives and government and private property”.

But according to messages on the ministry of foreign affairs Twitter feed, the prime minster admitted the problems in Oromia “are direct results of unresponsiveness and unemployment”.

He added that the government recognises the need to address grievances and said it “unreservedly apologises to our people for what happened”.

However, the government “will intensify their decisive actions against the anti-peace forces,” he said.

In protest against the violent crackdown on protesters in Oromia and in solidarity with the courageous Oromo people who are defending their rights in the face of brutal acts perpetrated by the Ethiopian government, Oromo communities in North America and global Oromo Diaspora will hold protests in several cities on March 11, 2016.

In North America, protest rallies will take place in Washington, DC., Maryland and Virginia; Los Angeles, California; Minneapolis/St. Paul, Minnesota; Lansing, Michigan; Seattle, Washington; Syracuse, New York; Phoenix, Arizona; Raleigh, North Carolina; Toronto, Canada and other cities.

In Europe, rallies will take place in Berlin, Germany; Brussels, Belgium; Rome, Italy; Oslo, Norway; Stockholm, Sweden; Paris, France; London, United Kingdom; and Berne, Switzerland.

Some communities and faith groups participate in fasting and prayers, and all community members plan to write petitions and call the offices of their representatives to raise Oromo issues.

This is a new. Oromo communities in Diaspora are energized, and stand united with their relatives in Oromia.

indexThe Macha-Tulama Cooperative and Development Association (MTA) would like to announce that on March 19, 2016, it will be hosting a benefit concert featuring famous Oromo artists, namely, Hacaaluu Hundessa, Jambo Jote, Tuujii Mudde, Abdi Nuressa, and Dawite Mekonnen. It will take place at the Fillmore Silver Spring Concert Hall, a nationally renowned venue in the Washington, DC area. This benefit concert is a fundraiser particularly focused on providing much needed financial assistance to the Oromo victims of state violence and their families.

During these past couple of years since the student protests began in 2014, Oromo individuals and communities across North America and Europe have been financially contributing to the MTA to assist Oromo victims of state violence. Since Fall 2014 to present, MTA has sent over $60,000 to Oromos in Oromia, Kenya, Egypt, and the Middle East. These funds were sent to assist families of the deceased, rehabilitate the injured, support those in prison to get legal counsel, medical expenses, and general assistance with food and shelter. Now, MTA is appealing to all Oromos in the Diaspora to continue contributing more funds and to attend the Oromo Benefit Concert so that more Oromo victims can be reached and assisted.

MTA’s very founding and history is rooted in supporting and mobilizing the Oromo people to solve their political, cultural and economic problems. The unrelenting subjugation in the 1960s by the Ethiopian government of the Oromo people, forced a few Oromo individuals who worked within Ethiopian government institutions (such as schools, the parliament, the military, and the administration), and Oromo merchants started to think about ways of improving the well-being of the Oromo and protecting their rights and liberties. During its founding days, the association had two main objectives. The first was the establishment of schools and health clinics and the construction of roads in Oromia. The second was the construction of churches and mosques and the provision of financial and legal assistance for disabled and unemployed persons. These objectives expanded exponentially to create the current role of the MTA, which is helping Oromo victims of state violence from every walk of life, in every way possible.

In 1963 and 1964, the core of Oromo nationalists, including Haile-Mariam Gamada, a lawyer, and Alemu Qixxeesa, a retired colonel, and others joined their small self-help associations together to form the MTA. The emergence of General Taddasa Biru and Captain Mamo Mezemir as its prominent leaders increased the reputation of the association. The creation of this self-help association and the development of Oromo national leadership marked the modern rise of Oromo nationalism. Throughout those decades to recent years, MTA carried out relief activities such as financially supporting those without housing or work, providing legal assistance to unjustly imprisoned Oromos, helping college students, and even paying transportation costs for individuals who could not afford it. The MTA USA was formed after the banning MTA in Oromia by the Ethiopian government in 2011 to continue the objectives of the association with the support of the entire Oromo Diaspora. The sense of nationalism that MTA was founded on is the revolutionary Oromo flame that would eventually ignite across Oromia, although it would take decades to reach its current level.

Today, as Oromo youth, their parents, farmers, teachers, and all continue to sacrifice their precious lives to demand their rights and liberate their nation, the Oromo Diaspora have moral and historical obligations to stand with their heroines and heroes and to support them by any means. We must stand with our people and support them during this time of horror and darkness so that they can reach the light. Please come to the MTA-hosted benefit concert and join us in supporting our Oromo brothers and sisters in our collective struggle for our rights, human dignity and self-determination.

A FOLLOW-UP – “IYYA BILISUMMAA!” (Ayyaantuu.com 2-14-16)


The fire of resistance in Oromia is still flickering and very much alive over three months after it was first ignited at Gincii in November 2015. The TPLF minority regime is responding to the legitimate and peaceful protests with bullets, clubs, tortures, and arbitrary detentions under appallingly inhuman conditions. Death toll has climbed to well over 400 so far The detainees are estimated to be over 35000 across Oromia since November alone. The cruelty with which the tyrant regime deals with the protest knows no bounds and the victims include a long list of children under ten-year old, elders over 80, and multiple members of families. One of the latest victims on 2-27-16 is a 7-month pregnant housewife and a mother of six children in Arsi who was riddled with five bullets by TPLF’s “Agazi” special force in cold blood at her home while on her knees begging to spare her children’s and her own lives. The gruesome and revolting picture of a naked corps of a woman with protruding belly riddled with bullets as briefly shared by Ayyaantuu.net is not only an iconic symbol of the diabolical nature of the TPLF regime that descended upon the Oromo nation but also is a defining act of barbarism that depicts TPLF as an evil curse to humanity at large. It is regrettable if Ayyaantuu removed the image for good. The one matching gruesome image the picture of the dead pregnant Oromo woman evokes in human history is the picture captured in Vietnam of the naked little girl in agony from napalm gas attack. That picture marked the beginning of the end of war in Vietnam. It will be a shame to humanity in general and the Oromo in particular if TPLF is allowed to get away with this abhorrent atrocity on a defenseless pregnant mother under her own roof and in front of her little children.

The declared military siege is not only in Oromia region. It is a war on Oromummaa as the pain being inflicted is felt by every Oromo national anywhere in the world. If the battle with a regime that intends to impose perpetual domination and plunder of Oromo resources at the expense of the economic welfare and national dignity of the nation knows no boundaries, the collective struggle against such naked oppression and humiliation should also be global. The crucial question that lingers in every Oromo’s mind in Diaspora is how to define the role of Oromo in Diaspora and what needs to be done to live up to it. This is a brutal war between unequal foes: the Oromo has a clear numerical advantage but lacks sufficient organizational preparedness to defend itself in the circumstance that a minority group (less than 7% of the population) targets the largest ethnic group (40%) for perpetual tyranny and naked plunder.. The crucial resource the movement relies on is its unflinching faith in Oromummaa. The TPLF regime’s numerical limitation in terms of its power base is offset by the abundant resources and guns at its disposal. “IYYA BILISUMMAA!”  is just a voice among the many that try to pin point some concrete course of actions that could help the nation pull itself out of this shameful national tragedy in a shortest time possible. It ia a voice among the many voices that pleads for a collective focus on the enhancement of the nation’s organizational capacity to end perpetual tyranny under Abyssinian occupation force. The cry to scrutinize and implement the forwarded concrete courses of action is loud and clear. The public response, so far, is deafeningly mute. One factor for the inaction could be the deeply entrenched tradition of a tendency to embrace constructive ideas and leave them to “others” to follow up on and implement. But who do we think those “others” are and what are our shares of responsibility as individuals??  When everybody counts on everybody else to do the footwork, nothing can be accomplished. The other major factor could be the equally unproductive tendency to give undue precedence to one’s group affiliation than to the larger cause the group claims to stand for.  Some seem to overlook the basic fact that organizations are formed as a means to attain a specific end and are only tools to serve the purpose they are intended for. They are not ends in themselves and are not meant to be viewed as idols for blind worship. Some appear to be so engrossed with their personal passion for the groups they affiliate with or individuals they admire and view them as sacrosanct beyond any form of reproach or fallibility. They voluntarily shut themselves off from considering objective assessments of human failures or from seeking alternative routes to the intended end. That is a problem that needs to be addressed. At this critical moment in the history of the nation, the one and only priority need to be how to pull our ideas and resources together and stand up in unison to overcome the tragedy imposed on us by the TPLF regime. Intended or not, any other consideration that conflicts with the primary call of the day amounts to compliance with the status quo. Nor is it the right time to sit idle and expect the challenges we encounter will go away by themselves. We can’t wait for knocks at our doors by UPS or DHL to deliver a package of freedom. That will never happen. We either earn it or we don’t deserve it!!!

The short- and long-term consequences of allowing the on-going movement to die out due, partially, to our inaction are too dire to risk.

This article is in response to some private suggestions to elaborate on the proposed actions as narrated in “IYYA BILISUMMAA!’. I try to address the first two proposals: one is a call for the establishment of Global Oromo Communities Association and the second is on national Oromo conference.

GLOBAL ASSOCIATION: the main aim of Oromo Community Associations (OCA)

is to promote and satisfy the socio-economic needs of their members irrespective of the members’ creed, gender, or political affiliations. They thrive to serve as bridges to the cultural roots of Oromummaa and nurture the identity, language, values, and other traits of being an Oromo. They attend to the needs of the younger generations to keep in touch with their root and identity. Ideally, community associations are non-partisan and attempts to add group political agendas to the mix tend to poison the atmosphere and compromise healthy relationships among the members. It tends to weaken than strengthen the associations. Thus, it is important to protect associations from succumbing into being an extended arm of a political group specially when there are multiple political groups vying for using associations as a platform to advance their partisan agendas. The proposal assumes OCA’s focus on satisfying the common social and economic needs of their members to the extent their resource capabilities permit. The proposal is to enhance the role of OCAs’ capabilities to satisfy their noble goals through creating a global net work by getting organized first on state levels and move on to establish continental body to eventually form an international union. This is stipulated to greatly  strengthen the resource capabilities and allows all to share ideas and resources in times of relative peace. It provides more efficient forum/channel to coordinate activities in times of major collective crisis. Campaigns to realize a given goal gets better attention when addressed by a wide-based community than by local associations. There already are on-going efforts to realize this goal. This call is only to accelerate it in view of the urgency due to the current national crisis we find ourselves in.

NATIONAL CONFERENCE:  This proposal is based on the appreciation that the current Oromo resistance movement is not a consequence of a deliberate and planned agenda of any given Oromo group but is a spontaneous eruption of accumulated grievances over the years. The movement heavily relied on the opportunities advances in communication technology rendered it. Oromummaa being the primary factor, the verbal and visual media coverage of events on the ground and the encouraging news that Oromoes around the globe rallied behind the protests seem to be the second most important driving force behind its sustenance. In this sense, one may call it a media-driven revolution. The campaign being staged lately to portray the movement as being engineered by invisible hands is a shameless claim to obscure our inherent organizational deficiency and lull the Oromo public into inaction. This is part of the usual familiar make-believe tactics to sustain false hopes that recognize a potent force that can’t prove its existence in any meaningful way. It is self-evident that the Oromo in Diaspora made successful and commendable efforts to publicize the legitimate cause of the resistance and to expose the brutal nature of the TPLF occupation force. These are achievements coordinated by OCAs, Oromo NGOs, Oromo media outlets, religious groups, Oromo associations, and individual activists. Commendable and lofty as they are, these achievements in themselves are not adequate enough to sustainably nurture the movement and help it advance to a higher phase. A vacuum is created due to a yawning gap between the evident popular resolve to do away with tyranny under TPLF bandits and the equally evident lack of a universally accepted leadership body capable enough to shoulder the enormous task of guiding and empowering the movement.  Oromo nationals in Diaspora need to ACT to fill the vacuum in a shortest possible time. The call for a national conference is the first step towards seeking ways of filling this gap. The crucial plea of the day both from home and abroad is the quest for a single voice representing the voiceless Oromoes under siege. The primary aim of the conference will be to establish a capable body to a) be a life line to the movement and b) explore lasting solution to Oromo organizational problems. It shall serve as a single point of contact in matters of representing, coordinating, planning, and executing the supports to the movement. Other ad-hoc committees may be formed to handle urgent tasks like fund-raising, establishing secure cyber discussion forum, documentation, and public relations. PR’s tasks may include formulating immediate demands like the release of prisoners, re-admission of expelled students over the years, withdrawal of the trigger-happy Agazi and Federal forces from Oromia, compensations for victims of Woyane forces, full account of mining operations in Oromia by the exploiter Al Amoudi and others, etc.  Such demands carry more weight and are given more attention when uniformly echoed everywhere as one voice. The details as to when, where, and how such conference can be conducted is subject to discussions and proposals. But the urgency to do it as soon as possible can’t be over emphasized..

Why one body and one voice at this time?

  1. All forms of support need to continue for the home front battle and the scope of the urgent needs is increasingly growing beyond the Oromo Diaspora’s ability to satisfy them through personal contributions alone. The effort needs to be coordinated and handled under a single recognized body
  2. In the events that TPLF gives up on its untenable grand schemes of perpetually dominating the rest of the country and coils back to its shell in Tigrai, who is mandated to represent Oromo interests and be part of the solution to the problem? The amhara have their Ginbot 7 and Ogadenia has a an organization with tested and seasoned army to back it up. Would the existing Oromo factions stage a street fist fight among each other in Finfinne or would the Oromo transition to perhaps even worse tyranny under new guests? Would potential claimants of the throne even give us time to settle our differences??
  3. There is a dire need for a single body strong enough to handle the huge task of convincing the world community that the Oromo is capable of handling its own affairs under a single centralized leadership. Otherwise, the world wouldn’t heed our quest for justice and will assign a guardian for us as was done in 1990.
  4. Power comes only out of unity. Working unity is only when it is based on defined common goal and strategy. To call for “Unity” for the sake of unity is neither practical nor attainable. It is desired only when it is based on purpose.

I humbly appeal to everybody concerned to take these and other issues seriously and refine them for implementations.

The Oromo in Diaspora is being challenged by circumstances to re-evaluate the established habits of thought on how the nation fairs in terms of its organizational capabilities. It needs to master the courage to look into new venues if it finds old strategies obsolete and unproductive. The challenges we encounter loom larger than our allegiances to a given political group or our reverence for individuals. Such allegiances and reverences need not deter any one from seeking immediate solutions to our current troubles based on these proposals as those individuals can as well pursue internal courses of action to smoothen up the bumps, if suspected, on the path of their respective organizations to enable them move in pace with the demands of the day. Oromo movement in general can be back on track in a shorter time than we think if our efforts focus on the struggle as its only center-piece and do what we can to support it. In this critical time of trials and tribulations, whatever each of us does is like a drop of rain which feeds the rivers that join to make the oceans. It shouldn’t be too much to ask everyone to be just a drop to unite and grow into an ocean.

Calgary, Canda(CBC News) — About 100 people rallied in front of Calgary MP Kent Hehr’s office Friday morning to protest police crackdowns in Ethiopia over plans to requisition farmland in the African country.

It was to support dozens of university students who protested in Ethiopia’s capital on Tuesday, demanding an end to police crackdowns that followed months of demonstrations over plans to requisition farmland in the country’s Oromia region late last year.

The government wanted to develop farmland around the capital, Addis Ababa, and its plan triggered some of the worst civil unrest for a decade, with rights groups and U.S.-based dissidents saying as many as 200 people may have been killed.

In Calgary, Gilcha Mohammed, the chairman of the Oromo Community Association of Alberta, called on the Canadian government to pressure Ethiopian authorities.

“We’re all taxpaying Canadian citizens and we want our government to send a strong message to the Ethiopian government that they can’t continue killing and arresting peaceful protestors,” said Mohammed, speaking above the shouts of the protesters gathered outside Hehr’s Calgary office.

“They are confiscating thousands of hectares of land. There’s about 3 million farmers that have been displaced. They’re leaving farmers without anywhere to go and that’s why we’re here.”

Protesters in Calgary marched down the street holding Canadian flags and the flag for the Oromia region.

Ethiopia has long been one of the world’s poorest nations but has industrialized rapidly in the past decade and now boasts double-digit growth. However, reallocating land is a thorny issue for Ethiopians, many of whom are subsistence farmers.

Authorities scrapped the land scheme in January, but sporadic demonstrations persist.

Mohammed said Canada should use its influence to encourage a peaceful resolution.

“Canada is a major contributor of foreign aid to Ethiopia and it has a lot of influence over the Ethiopian government,” he said. “We just want Canada to put pressure on the Ethiopian government and even cut that aid if necessary.”

Mohammed said Hehr’s office agreed to meet with the group after the rally.

“We got a good response so far,” he said.

SALT LAKE CITY (Deseret News ) — Holding signs depicting bloodied victims of the violence that has erupted in the Oromia region of Ethiopia over the past several months, Utah’s Oromo community rallied Friday in front of the federal building.

The group is demanding U.S. help in bringing justice to their friends and families living in Ethiopia, where government forces have killed hundreds of peaceful protesters opposing the annexation of the country’s capital Addis Abada into surrounding towns.

“We’re here today to protest the killings taking place in every corner of Oromia and to bring that violation of human rights to the government of the United States so that the United States can make some pressure to stop the killing,” said Geleta Fite, who came to the U.S. in 2013. But his family, he said, remains in Ethiopia.

“We will not sit back until we see some change and we see some justice for the murdered,” he said.

Fite joined several dozen other Oromo community members to deliver letters to Utah’s U.S. senators, demanding that the United States “condemn the brutal acts of the Ethiopian government and ensure these acts stop immediately,” the letter states.

Among its requests, the group urged the U.S. to advise its business community to limit spending in Ethiopia until the violence ends and pressure the Ethiopian government to establish an independent investigation into the killings.

The Human Rights Watch has said that there have been “almost daily accounts of killings and arbitrary arrests” since the beginning of the year as Ethiopian forces have suppressed peaceful protests in a government crackdown.

The Associated Press has reported that the protests were led by students who opposed what they believed to be a government plan to expand the capital, which would ultimately lead to the displacement of thousands of families and farmers. The Ethiopian government has denied the protestors’ claims, saying it only seeks to link Addis Ababa with nearby towns.

In January, after the deadly protests erupted, the AP reported Ethiopian officials canceled plans to integrate the capital with surrounding communities. However, the Human Rights Watch has said the bloody crackdown has continued, after the plan’s cancellation did not halt protests.

“This is genocide,” said Genemo Bedaso, chairman of the Utah Oromo Community. “We appeal for America to stop it. They have the power.”

Bedaso and Fite tried to meet with Sen. Orrin Hatch and Sen. Mike Lee on Friday to deliver their group’s letter. The senators were not available, but staff members accepted the letters. Hatch’s spokeswoman, Heather Barney, said the letter will be relayed to the senator in Washington.

“Sen. Hatch is always responsive to his constituents’ concerns and has directed staff to meet with them,” she said. “He’s very concerned about the problems that they’re sketching out and he’s happy to listen.”

The European Parliament adopted a resolution in January to condemn the peaceful protest killings, call for an investigation of the violence, and demand immediate release of arrested Oromo activists.

(Saskatoon Star Phoenix) — Ethiopian government forces killed more than 80 people in protests in the country’s Oromia region.

Ethiopia’s prime minister apologized this week for the deaths resulting from the anti-government protests in the Oromia region but accused the protesters of being responsible.

The group, called the Saskatoon Oromo Self-Help Association Corporation, marched downtown and protested outside of City Hall.

“There has been rampage violence and and reckless mass murder of the Oromo people by the country’s militarily armed police forces and security agents,” the group said in a press release.

The group is “appalled” by the treatment of the Oromo people in Ethiopia.

Remarking and Reminding Norms of conducting Seera Gumaa Oromoo for Restoring Peace

Oromo people’s understanding of peace and reconciliation [araara fi nagaa (nagayaa)] is not part by part or piece by piece. They understand peace and reconciliation as a symmetric adaptation of conflict resolution to the whole part of conflicting groups’ behavioural activities. And, therefore, the Oromo belief of peace asserts the prevalence of tolerance relationship among conflicting parties’ diverse interests for common advantage. The interests could be reconciled and be able to live together in harmony or could go apart from each other agreeing on the irreconcilability of those basic differences.

In order to defend nagaa biyyaa (peace of the nation/country) the Oromo people, in their history of peace management, promptly work and sort out the root causes that disturb their peaceful way of life. Thus, pre-colonial Gadaa Oromo society had devised constructive reconciliation methods (mala araara) at various levels, based on the seriousness of the conflicts in order for peace and stability to prevail over chaos and turmoil.

This piece of information focuses on how a serious murder case could be deterred before it escalates to a tit-for-tat. The killing could be premeditated (contrived beforehand), or committed accidentally or happened in self-defence. Whatsoever it is, however, murder case is a disruptive serious crime which can divide the cohesiveness of the people, who view each other as one family, into two or more hostile branches. Therefore, the seriousness of the conflict requires pre-emptive action and precautious intervention of the hayyuus before it begins to spread the virus of irreversible hostility. In this case, the Abbaa Seeraa of the Gadaa system, together with other Gadaa hayyuu magistrates, bear pre-eminent obligation to bring the case for araara. Hence, for this particular burning issue, the use of the long-sustained seera Gumaa Oromo is indispensible.

For hayyuu Oromos, it is not so difficult to reconcile and bring peace back on to its right track within the Oromo communities. It is not so difficult, because the purposive goal and fundamental value of seera gumaa Oromoo is equally shared by all Oromo families of nation, regardless of their geographic distributions in the Horn of Africa.

Not surprisingly, however, basic differences continue to exist between Abyssinian authoritarian (=Habashas) institution and  the Oromo democratic institution in establishing common understanding, particularly on the positive power of peace. That, the Habashas, in their ‘very good’ part of authoritarian history do neither have their own seera gumaa for making peace nor do they have positive feelings to use other peoples’ traditional experiences of conflict resolution methods.

                       What is Seera Gumaa Oromoo?

Seera Gumaa is Oromo people’s long-continued conventional body of rules of blood compensation for making and restoring peace. It enforces and reinforces the killer/murderer (the offender) to pay symbolic balance of compensation (in former times in kind, for example heads of cattle, nowadays in cash) to the nearest relatives of the person one had killed (victim). When the killer is influenced and enforced to pay compensation, members of the victim’s clan, the lineage group in particular, are solemnly appeased to accept the compensation for peace. They accept the peace not only for themselves but for those biologically and socially interconnected Oromo clans, who are not localised but dispersed all over the Horn of Africa.

Seera gumaa Oromoo also stipulates mechanisms that can deter potential threats of conflict escalation to perpetual retaliation. As an institution, it lays fundamental rules governing behavioural activities to be followed, that the Oromos are timely urged to follow and work on it for reconciliation (araara).Both parties, the offenders as gumaa payers, and the defenders as gumaa receivers, are governed by the rules and procedures of Seera Tumaa Oromoo (in this case seera gumaa) in restoring peace. It is an impressive institution, in its intensity, very ideal to the Oromo people of the Horn of Africa that crowns the positive rule of peace.

         Procedures of   Conducting   Gumaa for Peace   

The process of conducting gumaa for peace essentially requires the involvement of three important bodies (in some cases four)

1. The Hayyuus: Magistrates of the Gadaa System    

The hayyuus are the ones who are acting on behave of peace (nagaa/nagayaa) of the nation at large. They are peace-makers who take initiative and start a go between two feuding parties for peace. They are not for jaarsumma who would work as fact finders and read the final verdict. They are working on the discernible existing facts. They exert their cumulative knowledge, wisdom, patience and effort to defuse the vibrating tension before its explosion to retaliation. The hayyuus are the ones who can revitalise the ailing peace of the nation to normal life.

The Power of Oromo Sacred Objects     

The hayyuus are accompanied by Oromos’ powerful sacred objects. Among them: Kallacha, Caaccuu, Alangee, Cokoo (ritual spear) inherited from past ancestors, and bridled horses (cancala/luugama). These are indispensable sacred objects, carried by appropriate persons that accompany the hayyuus whenever they go to the victim’s village for peace. The sacred power for araara is essentially believed to have been encapsulated in these millennium old Oromo sacred objects. They persist to exist and continue to offer their sacred services in cleaning the polluted peace of the people despite condemnation to extinction by foreign-injected elements against their sacredness.

2. Clan members of the killer (an offender)

These are groups of gumaa payers and peace givers. It is not only the individual who has committed the murder whose hand is believed to be full of blood. The action he has taken against the life of the man is also believed to have contaminated hands of his clan members. They are the ones who bear primary obligation to clean the spoiled hands of their brother (direct committer of the crime) and themselves, too

3. Clan members of the victim (a defender)

These are gumaa receivers, peace accepters and restorers. It is viewed as if members of the victim’s clan are also killed. As a reason, they may raise their spears against the killers for revenge if they are not instantly intervened and deterred by the reconciling power of the hayyuus.

Preliminary Requisites   

The gumaa norms of conduct for reconciliation require the defender’s party (victim’s family/clan) to accept the appeasement of the hayyuus for araara (reconciliation).It requires patience and wisdom of knowledge on the part of the hayuus to persuade them, in particular, those near relatives of the victim’s paternal lineage.  It may not be an easy task to get their consent at initial stages. However, since they cannot be above the conventionally agreed upon norms of the society, they ultimately come to comply with the rules of the institution in exchange for symbolic compensation.

The victim’s family (clan) cannot ask the hayyuus to fix either the maximum or the minimum amount of compensation they accept or reject, nor do they appeal to their “foes” for compensation. Its procedural activities are regulated as enshrouded in the seeraa gumaa Oromoo tradition for peace. It is neither for punishment nor a debate of a win-to-win solution.

Members of the killer’s clan, if they are truly in need of peace, may urgently appeal to the hayyuus to undertake the gumma peace process. They, members of the killer’s clan, by themselves, cannot directly go to the families of the victim and appeal to them for peace; or acknowledge the man’s offensive action against life. They do not even directly look at their faces, especially at members of the victim’s paternal lineage. They have to strictly control their feet not to trespass upon the areas where lineage members of the victims are living. Failure to strictly follow these custom-regulated rules can thwart the beginning of the peace process, leave alone to come to reconciliation.

The Buyyaa Ceremony: The Final Chapter of the Peace Process

By holding what is known as the buyyaa ceremony, the gumaa reconciliation process will be coming to an end, which will be held at meadow where abundant green grasses, trees and a river that flows throughout the year are available. On this day, the payment of blood compensation, as decided by the hayyuus in light of seera gumaa, will be officially announced and handed to the nearest relative of the deceased (killed) person. If it is committed in self-defence or happened by accident, the amount will be less than the intent one. The killer’s clan cannot ask the hayyuus for revision. What the hayyuus could do is to ask the victim’s clan (gumaa receivers) to reduce for them certain amounts which is, in most cases, acceptable.

In the process of gumaa payment for peace, the other important point to be stressed is that, the killer is totally deprived of paying, even a single cent, out of his handhuuraa (private property), even if he is a millionaire. He is enforced to solicit for contribution tying his hands with chain. The chain shows the impurity (pollution) of his hands, contaminated by the pure blood of the man he had deliberately or desperately a cause to spill. He is now begging other innocents to help him clean his “xurii” (=dirty) out of his hands.

It is on this ceremony, that the killer(s) is officially presented to the public. In areas where the Waataa communities are living among the Oromos, the man is brought to the ceremony by Waataa ritual leader, the guardian of Waataa’s sacred object called botowaa. Until this day comes; the man stays under Waataa’s full protection. No one dares to attack him or molests him as far as he is under Waataa’s protection.

At this place, a ram is immolated whose meat is left only for birds of prey. The killer and the victim’s near relative will go to the house of the killer, sit side by side and sleep together at night. An exultant woman, with honey full of sour gourd, receives them at the gate. An uncastrated steer is immolated at the gate. At night, they sleep together. Their toes are tied to each other by a piece of intestine from the immolated steer. In the morning one of the killer’s sisters cuts the intestine from their toes with a sharp edge of a spear.  The End!

The buyyaa ceremony celebrates the true face of gumaa for the restoration of peace, deterring and liquidating all possibilities of retaliatory vengeances. It ushers the termination of looking each other as “foes” (blood feuds) or seeking for revenge. It signifies the return of peace to its equinoctial position. It radiates a luminous peace to all members of the community at large.

 Do Abyssinians (Habashas) have Gumaa for Peace or Gumaa for Revenge?

“In a society like Abyssinians (Ethiopians) where aggression, expansion, violence, banditry and retaliatory vengeance are dictatorially and imperially institutionalised, there is no place for the growth of socially chartered institutions that can manage peace for the wellbeing of the citizens. The kings, regional warlords, and emperors are believed to have an ascribed status in giving a divinely-fetched decision, be it punishment or amnesty. They are well tilted to a magical wand of war and aggression strategists as righteous advisers instead of eschewing such advisers as devils of peace”

The apex of the incumbent Ethiopian regime is full of individuals from the northern tip of Tigray, culturally akin to the Amhara people. How do they understand “peace”? Do they have an indigenous institution, like Seera Gumaa Oromo that can control serious crimes like murder case and prepares the society for araara (peace)? Herein sleeps and wakes up the problem. The Oromos, as briefly illustrated above, possess an indigenous mechanism that can deter and resolve conflicts like murder before they step onto retaliatory stage. In the case of the Habashas, vendetta (biqqela) is a long-sustained behavioural institution that seeks vengeance on the killer (offender). It is unstoppable tit-for-tat, carried on for generations without peace solution.

Today, the Ethiopian regime, led by Tigirean People’s Liberation Front (TPLF), Arsenals of Tigray, continues to follow the oldest Axumite’s model of defiling peoples’ peace way life. It is destabilising the natural order of the region. Right now, in the name of keeping peace, it is committed to conduct blatant war of genocide against the Oromos, ignoring their earnest demand for peace. It has declared martial law and put Oromiyaa, under military rule[2] ,to fight what the regime’s Communication Minister, Ato Getachew Reda, said, “Satanic temptation”. Ato Getachew’s unambiguous conclusion is no peace to the devils, or with the “devils”. [3]

This is not a new phraseology uniquely expressed by Ato Getachew Reda. He inherited the “holy diction” from his forefathers who continue to depict any resistance against their barbaric actions as guided by Satan.[4] In 1991, too, when all Oromos unanimously adopted to use “qubee”, Latin alphabet, the Ato Getachews’ were calling qubee the “devil (satanic) script”.[5]

In fact, this regime, since it came to power in 1991 through coup d’état, has not stopped, even for a single day; killing, torturing, maiming, imprisoning and terrorising the Oromos. Its current palpable action seems to have gone beyond reconciliation with or without compensation. What is shocking is, this regime, instead of addressing peoples’ basic demands and finding amicable solution, is committed to escalating the problem by further deploying its killing squads. In such away, the regime in Addis Ababa is rudely pushing the Oromo people towards unending blood feud, which is in sharp contrast to Oromos’ long-continued seera gumaa for peace.

How Can One Reconcile?

When egalitarianism versus authoritarianism, democracy versus autocracy, electoral versus dictatorial, participatory versus conspiracy, openness versus secretiveness how can reconciliation for harmony be construed between these extremist behavioural institutions? These are issues most Ethiopianist elites do not want to address down to their bottom roots. Whenever they face these types of questions, they switch on their vocal cords to vibrate melodies of moral science: “tegaabtenaal, tewaaldenaal, aand hizb nen” etc.

Yes, tegaabtenaal, tewaaldenaal because it is a natural phenomenon to any human being to mix; biologically, socially or psychologically. But, as the last 150 years of experience attested to us, the beautiful melodies of our ‘moral scientists’ could not be changed to supernatural force or a magic wand that can eradicate the deep-rooted problems of the “andinnet”. They are no more able to mend the widening rift of the “aandinnet” unless a new phase of the “science of melodies” is searched for and applied on.

In fact, the conflict between the northern autocratic-authoritarian societies of Abyssinia (officially extended to Empire of Ethiopia in 1889) and the southern egalitarian societies like the Oromos is not the conflict between individuals’ physical characters. The conflict has been stretching over centuries between those antagonistically organised behavioural institutions of the authoritarian northerners and the egalitarian southerners.[6]

On individual or societal basis, there is no problem of mixing with one other. But as long as these individuals or societies are not able to harmonise or compromise their behavioural differences, the only mono approaches to “aandinnet, aand hizb” cannot be the “Seera Gumaa” of the Oromo people to compensate them. It can neither persuade the Oromos nor enforce them to accept blood compensation for their daily murdered sons, daughters, fathers, mothers and relatives. If at all the “Jaarsa Oromoos” accept the out-dated Abyssinian morality as a valid “moral science”, it is very far from maintaining sustainable integrity in the region.

We often hear when some Oromos are asking the regime to stop killing the Oromos and withdraw its agazi squads from Oromiyaa towns and villages. They are also asking the killer to pay compensation to the families of the Oromos it is killing. In principle, these are legitimate question. However, regarding Oromos’ demand for gumaa, as victims of the killer aggressive regime, in light of Seera Gumaa Oromo tradition for blood compensation is a deviation. It is an abrogation of Oromos’ conventional charter. How can a family whose children are massacred (killed) by an enemy asks the enemy (the murderer) to pay him gumaa? According to Seera Gummaa Oromoo, true peace can only be crowned when the killer’s party takes self-initiative for reconciliation and ready to pay blood compensation to the victim’s family.

One may ask for what the Oromos call “beenyaa”, which is, compensation paid for damaged or looted properties. Beenyaa can also be asked for minor injuries inflicted on certain parts of the man’s body. Now, when Oromos are asking the killer ‘Arsenals of Tigray’ to pay them gumaa, are they reducing Arsenals’ murderous crime to beenyaa or not?  How do they understand it? Startlingly, the demand for ‘beenyaa’ is also ignored by the Arsenals.

If the killer Arsenal of Tigray wants to have sustainable peace with the Oromo people, it has to come to the Oromos through Oromo people’s code of conduct. Oromo hayyuus or Jaarsaas must strictly follow these codes and observe Oromo social taboos if they are to give priority to nagaa Oromoo.

If the killing regime does not honestly ask the Oromo family of nation as a whole for reconciliation, it attests its commitment to total destruction. This could reinforce Oromos’ resistance capacity, which could lead them to unending blood feud between members of the murderer Ethiopian regime and the Oromo family of nation as a whole, even if their seera gumaa does not allow them to wish a blood-for-blood compensation.

They are committing war of genocide (Oromocide) in Oromo land, not in Tigray land. Hence, the matter should be resettled according to the law of the Oromos in hayyuu Oromiyaa assembly of justice. The bill is in the hands of the killers, Arsenals of TPLF-Tigray of the Ethiopian regime, to pay for it if it is for peace. Hayyuu Oromos or Jaarsa Oromos must strictly follow Oromo people’s code of conduct and observe their social taboos if they are to give priority to nagaa Oromoo.

March 11 was an international day of collective action for the global Oromo community, which protested the killings of over 400 Oromo civilians, injuries of more than 4000 civilians, jailing of thousands of civilians, and the rape of hundreds of women and girls in Oromia, Ethiopia.

The rallies that took place in dozens of cities across the free world had two things in common: brining the atrocities committed against Oromo civilians to the attention of their respective governments and elected leaders, and to demand them to apply maximum pressure on the Ethiopian government to end the killings and the military rule in Oromia. The rallies also aimed at publicizing the Oromo desire for self-government, freedom, justice and democracy.

The transnational Oromo diaspora staged effectively coordinated rallies in cities worldwide, including in Washington DC, Minneapolis/St. Paul, Los Angeles, Lansing, Seattle, Syracuse, Phoenix, Raleigh, Calgary, Toronto, Winnipeg, London, Paris, Berlin, Brussels, Rome, Oslo, Stockholm, Berne, Melbourne, Riyadh and other cities.  In their slogans, media interviews and prepared statements, the demonstrators brought the mass killings and other human rights abuses to the attention of the international community.

The rally in Washington DC was organized to “protest the Ethiopian government genocidal war in Oromia, Ethiopia,” according to a joint press release from five civil society groups, which helped organize it.

“Ethiopia’s TPLF regime is killing, injuring, jailing and disappearing Oromo students, youth and farmers who have been demonstrating peacefully for four months now. The demonstration in front of the White House and the State Department today aims at calling on the US Government to exert utmost pressure on the Ethiopian government to stop the extra-judicial killings of the Oromo people and to end the martial law in Oromia,” said Dr. Desta Yabessa, President of the Oromo Community Organization and head of the organizing committee.

Participants of the D.C. rally numbering over 1200 gave up a workday and came crossing state lines from states as far as Massachusetts and Ohio sometimes driving 7-8 hours in order to bring the plight of the Oromo people to the attention of the US government.

Many of marchers lost family members to the atrocities in Oromia and they were determined to deliver their messages to the United States government to act to avert the unfolding calamity in Oromia.

“I came from Boston to protest the massacre of our children, and the removal of our farmers from their ancestral lands,” Sinke said. She continued, “Children and adults are killed daily and we want the American government to hear us and do something.  My niece, a mother of two, fell and died while running after soldiers who were whisking away her husband. The father is now in jail and the mother died so the children are left without an adult to care for them.”

In addition to attending rallies to be in global solidarity with protesters in Oromia, many came because they felt anguished by the loss of immediate family members to the massive state-led violence unfolding across Oromia.

A source who preferred to be anonymous told me that she lost her brother and she was here to demand justice for her brother and to be a voice for many others in Oromia who are losing brothers, sisters, mothers and fathers every day.

Women demonstrators said that their fellow women (including pregnant and nursing women) and girls have been killed and raped by the army in their homes and schools.

“The Tigrean Liberation Front ruling Ethiopia killed a seven-month pregnant woman. As a woman I felt the pain inflected on women of Oromia and I came from Ohio to bring this atrocity to the attention of the US government.  The regime is massacring and injuring university students who are hope for the future of our nation. We pay tax so we came to the White House to ask America to help us,” stated a lady from Ohio.

Demonstrators believe that foreign aid helps fund the regime’s genocidal campaigns in Oromia and other regions of Ethiopia. In Washington DC and in dozens of cities around the world, demonstrators asked their governments to put utmost pressure on the Ethiopian government to yield to popular demands. One of the ways they thought the international community would pressure  the  totalitarian regime of Ethiopia is by ending foreign assistance to the regime, which is estimated at  $3.8 billion, more than half of the yearly national budget of the Ethiopian government.  They also see conditioning human rights on respect for human rights and democracy as a way of ensuring end to one-party dominance and blanket repressions.  Foreign aid to Ethiopia means that tax-payers are funding the purchase of guns and bullets that are being used to commit these atrocities.

A press release for the rally in Washington DC read, “…A Rwandan type of genocide is being waged by the TPLF government against the Oromo people. While such kind of genocide war is being waged against the Oromo people, the largest ethnic group in Ethiopia, the Ethiopian government receives $3 billion in aid each year from Western countries specifically from the US government. Donors claim that the dictatorial regime is on the road to democracy, but the reality on the ground is far from the stated claim.”

It remains to be seen if the international community takes any live-saving actions.
